<br />WS – Item 9 <br /> <br />WORK SESSION STAFF REPORT <br />Work Session Item 9 <br /> <br /> <br />Date: March 2, 2020 <br /> <br />To: City Council <br /> <br />From: John Swenson, Public Safety Director <br /> <br />Re: Purchase of Use of Force Training Simulator <br /> <br /> <br />Background <br /> <br />Members of the Public Safety Department conducted extensive research on a use of force <br />training simulator to determine if these types of systems could improve the training <br />provided to our staff. <br /> <br />Our use of force instructors examined multiple systems and conducted two site visits to <br />learn more about the various systems available. The recommendation from staff is the <br />VirTra V-100 LE. This system would allow our instructors to conducted scenario based <br />training with the resources currently available to all Lino Lakes police officers, as well as <br />create scenarios based on video footage of actual calls that have occurred in Lino Lakes. <br /> <br />Attached to this staff report is a proposal prepared by the Use of Force Instructors and an <br />estimate from VirTra. <br /> <br />Staff is recommending the purchase of this system as quoted with the use of Federal <br />Forfeiture Funds. Use of forfeiture funds for this purchase is a permissible use of <br />forfeiture funds as outlined in the Guide to Equitable Sharing (July, 2018). <br /> <br />The total for this purchase is $48,284.85. <br /> <br />The Federal Narcotics Forfeiture Fund (Justice & Treasury) balance is currently <br />$100,549.97 (2.20.2020). <br /> <br />Staff is seeking Council direction prior to making this purchase. <br /> <br />Attachments <br /> <br />Use of Force Training Simulator Proposal
