CITY COUNCIL <br />AGENDA ITEM 6G <br /> <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br /> <br />MEETING DATE: March 9, 2020 <br /> <br />TOPIC: Consideration of Resolution No. 20-25, Authorizing Preparation of <br />a Feasibility Study for Water Treatment Plant <br /> <br />VOTE REQUIRED: 3/5 <br /> <br />INTRODUCTION <br /> <br />Staff is requesting council authorization to prepare a Feasibility Study for a Water Treatment <br />Plant. <br /> <br />BACKGROUND <br /> <br />In January of 2020, the City issued a Public Water Advisory regarding manganese levels in the <br />municipal water supply. While the City’s water supply continues to meet all Safe Drink Water <br />Act standards, testing by the Minnesota Department of Health (MDH) showed some of our wells <br />have manganese levels above MDH’s recommended health guidelines. <br /> <br />As part of the City’s response plan, staff has been working with engineering consultants and <br />MDH professionals on short, mid, and long term plans to reduce manganese levels in the <br />municipal water supply. One course of action is the possible construction of a Water Treatment <br />Plant. Staff has worked with City Engineer, WSB and Associates, to identify the necessary scope <br />of the study. <br /> <br />The study components include: <br />1) Evaluation of Alternative Water Supply Options to address short to mid-term needs. <br />2) Analyze Source Water <br />3) Evaluate Water Treatment Options <br />4) Review Potential Plant Site <br />5) Prepare Centralized Water Treatment Plan Preliminary Drawings <br />6) Evaluate future system needs and phasing <br />7) Study Neighborhood Impacts <br />8) Determine Estimated Costs <br />In response to City Council direction at the March 2, 2020 works session, WSB has provided a <br />revised proposal in the amount of $34,538.00. The Study is anticipated to be complete by June 1, <br />2020. <br />Architectural renderings are not included in this phase of the proposal, but can be provided for an <br />additional fee. No public outreach is included at this time. Staff would anticipate that both
