COUNCIL MINUTES DRAFT 5 Councilmember Stoesz asked about oversight for this project. Staff will report back. 156 Councilmember Stoesz moved to approve Resolution No. 20-14 as presented. Motion carried on a voice vote. 158 6F) Consider Resolution No. 20-24, Amending Stipulation Agreement, Leibel Ownership 159 Group, NE Drainage Area Improvement Project – Community Development Director Grochala 160 reviewed the history that brings forward the requested action, the planned drainage improvement 161 project and he updated the council on the current status of the project and property acquisition. This 162 action relates to one property owner in the project area. This agreement would amend the stipulation 163 agreement that provided for some land acquisition as well as some permanent easement. The 164 amendment relates to the need for additional time than what was allowed in the original agreement 165 (extending that by a couple months). He noted that the Salo property has been sold so there is another 166 party involved and there may be a court involvement. 167 Councilmember Lyden moved to approve Resolution No. 20-24 as presented. Motion carried on a voice vote. 169 6G) Consider Resolution No. 20-25, Authorize Water Treatment Plant Feasibility Study – 170 Community Development Director Grochala reviewed his written report. The City recently issued a 171 public water advisory regarding maganese. As part of the response plan, staff has been looking at short 172 and long term plans options to address the situation. One option is water treatment. A feasibility 173 study is proposed that will provide additional information on that option. He noted the proposed cost 174 and how staff has devised the optimum type of study. 175 Mayor Rafferty thanked staff for their work in dealing with the water situation and putting together this 176 proposal. Councilmember Stoesz concurred, adding that water is an essential service and deserves the 177 council’s utmost attention. 178 Councilmember Cavegn asked if the study information will be necessary to move forward; Community 179 Development Director Grochala said the study will provide information required to make a decision. 180 The council likes the keeping open the idea of working with other communities in the area. 181 Councilmember Stoesz moved to approve Resolution No. 20-25 as presented.
