COUNCIL MINUTES <br />DRAFT <br />5 <br />Councilmember Stoesz asked about oversight for this project. Staff will report back. 156 <br />Councilmember Stoesz moved to approve Resolution No. 20-14 as presented. Councilmember 157 <br />Lyden the motion. Motion carried on a voice vote. 158 <br />6F) Consider Resolution No. 20-24, Amending Stipulation Agreement, Leibel Ownership 159 <br />Group, NE Drainage Area Improvement Project – Community Development Director Grochala 160 <br />reviewed the history that brings forward the requested action, the planned drainage improvement 161 <br />project and he updated the council on the current status of the project and property acquisition. This 162 <br />action relates to one property owner in the project area. This agreement would amend the stipulation 163 <br />agreement that provided for some land acquisition as well as some permanent easement. The 164 <br />amendment relates to the need for additional time than what was allowed in the original agreement 165 <br />(extending that by a couple months). He noted that the Salo property has been sold so there is another 166 <br />party involved and there may be a court involvement. 167 <br />Councilmember Lyden moved to approve Resolution No. 20-24 as presented. Councilmember 168 <br />Stoesz the motion. Motion carried on a voice vote. 169 <br />6G) Consider Resolution No. 20-25, Authorize Water Treatment Plant Feasibility Study – 170 <br />Community Development Director Grochala reviewed his written report. The City recently issued a 171 <br />public water advisory regarding maganese. As part of the response plan, staff has been looking at short 172 <br />and long term plans options to address the situation. One option is water treatment. A feasibility 173 <br />study is proposed that will provide additional information on that option. He noted the proposed cost 174 <br />and how staff has devised the optimum type of study. 175 <br />Mayor Rafferty thanked staff for their work in dealing with the water situation and putting together this 176 <br />proposal. Councilmember Stoesz concurred, adding that water is an essential service and deserves the 177 <br />council’s utmost attention. 178 <br />Councilmember Cavegn asked if the study information will be necessary to move forward; Community 179 <br />Development Director Grochala said the study will provide information required to make a decision. 180 <br />The council likes the keeping open the idea of working with other communities in the area. 181 <br />Councilmember Stoesz moved to approve Resolution No. 20-25 as presented. Councilmember 182 <br />Lyden the motion.
