CITY COUNCIL <br />AGENDA ITEM 3B <br /> <br /> <br />STAFF ORIGINATOR: Karissa Bartholomew, Human Resources Manager <br /> <br />MEETING DATE: March 23, 2020 <br /> <br />TOPIC: Consider Building Official Salary Increase <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />Building Official Patrick Moonen has submitted a resignation. The City has two concerns on <br />finding a replacement: (1) salary range ; and (2) applicant pool. Because of this, staff is <br />requesting the Council approve an increase in the salary range for this position. With a <br />vacancy, staff will need to temporarily appoint a building official and obtain contracted <br />services. <br /> <br />BACKGROUND <br /> <br />The City is currently undergoing a compensation study and is aware the building offic ial salary <br />is well under market. Based on the League of Minnesota Cities salary survey for Building <br />Official position, Lino Lakes is $9,000 - $10,000 under the market average. <br /> <br />Given Moonen’s job classification is significantly under the market, staff is proposing an <br />increase for the building official salary range by $7,000 b in order to retain Mr. Moonen by <br />bringing him closer in-line with the market comparison for his position. Mr. Moonen has <br />provided exceptional work for the City for about 18 years. <br /> <br />Even if Moonen is not retained, staff would still propose increasing the salary range for this <br />position. The Council would also need to appoint a building official and enter into a <br />professional service s agreement. Existing staff are not certified to fill this role. <br /> <br />Staff recommends entering into a contract with MNSpect for building official services. It is <br />anticipated, at a minimum, this service would need to be provided for 120 days while filling the <br />vacancy. MNSpect services will cost $2,500 a week for 10 hours of service. Anything above <br />that would be charged on an hourly basis of $150/hour. Any plan review provided would be <br />charged at 80% of the plan review fee. <br /> <br />RECOMMENDATION <br /> <br />Option A: <br />• Increase the salary range of the building official position effective March 29, 2020. <br />• Allow staff to offer the new range to Moonen in attempt to retain him. <br />• Appoint MNSpect as interim building official and enter into a professional services <br />contract with MNSpect if Moonen is not retained. <br />
