CITY COUNCIL WORK SESSION <br />DRAFT <br /> 1 <br />CITY OF LINO LAKES 1 <br />MINUTES 2 <br /> 3 <br />DATE : March 23, 2020 4 <br />TIME STARTED : 6:00 p.m. 5 <br />TIME ENDED : 6:30 p.m. 6 <br />MEMBERS PRESENT : Council Member Stoesz, Lyden, Ruhland, 7 <br /> Cavegn and Mayor Rafferty 8 <br />MEMBERS ABSENT : None 9 <br />Staff members present: City Administrator Jeff Karlson; Community Development 10 <br />Director Michael Grochala; Director of Public Safety John Swenson; Finance Director 11 <br />Sarah Cotton; City Planner Katie Larsen; and City Clerk Julie Bartell 12 <br /> 13 <br />The council meeting was held telephonically on the Go To Meeting platform and as 14 <br />allowed by Minnesota Statutes 13D.021. 15 <br /> 16 <br />Review Regular Agenda of March 23, 2020 – 17 <br /> 18 <br />Item 1B, Minutes of March 2, 2020 City Council Work Session – Mayor Rafferty 19 <br />requested that the minutes be corrected relative to the discussion on CSAH 34 Birch 20 <br />Street Project Update. He would like discussion added relative to the existing condition 21 <br />of the road section between West Shadow Drive and the s-curve. The County indicated 22 <br />that if they proceeded with the two cul-de-sac option, they would include a mill and 23 <br />overlay of this section as part of the project. 24 <br /> 25 <br />Item 3A, Adoption of the Pandemic Response Plan – Administrator Karlson reviewed the 26 <br />plan, noting that it lays out staff’s response currently and intents going forward with the 27 <br />pandemic emergency situation. 28 <br /> 29 <br />Councilmember Stoesz asked if the City is well stocked with needed consumables (i.e. gas, 30 <br />paper products). Director Swenson said he has spoken with Public Services Director 31 <br />DeGardner on that matter. Levels have been evaluated and that will continue. Mr. 32 <br />Swenson added that the Public Safety Department is watching its needed stock (i.e. rubber 33 <br />gloves, masks) and monitoring what will be needed going ahead in a fragile environment. 34 <br /> 35 <br />Mayor Rafferty asked how this plan is needed in addition to the Declaration of Emergency 36 <br />approved by the council last week. Administrator Karlson explained that staff wishes that 37 <br />the council see and approve this plan that provides details to carry the City’s response 38 <br />moving forward though the emergency; the city council will be asked to approve certain 39 <br />items along that route. Mayor Rafferty asked if it would be appropriate for the Council to 40 <br />“accept” rather than approve the plan. Mr. Karlson said staff is requesting adoption. 41 <br /> 42 <br />The meeting was adjourned at 6:30 p.m. 43 <br /> 44
