Watermark Overview and 3rd Addition PUD Final Plan/Final Plat – City 135 <br />Planner Larsen reviewed a PowerPoint presentation including information on the 136 <br />following: 137 <br />- Approval of the 3rd Addition will be coming forward for April 27, 2020 council meeting; 138 <br />- Overview of project (past): 139 <br />- Information on master plan provided in staff report; 140 <br />- Project location; 141 <br />- Land use (number and types of homes, neighborhoods); 142 <br />- Existing conditions (undeveloped, low quality natural environment); 143 <br />- Parks and Open Space Plan; 144 <br />- Development Stage Plan (much emphasis on architectural standards); 145 <br />- Staff is review of 3rd Addition for consistency and standards; 146 <br />- Review of plat phases; 147 <br />- Addition of trails within project; park dedication fees will also come forward; 148 <br />- Development Agreement (includes master agreement, development agreement and PUD 149 <br />agreement; 150 <br />- Considering current social/economic conditions, the 3rd Addition may be broken down 151 <br />into two phases; 152 <br />- Planning & Zoning Board has approved; 153 <br />- Requested council action. 154 <br /> 155 <br />Councilmember Lyden noted that he likes that private parks are centered in 156 <br />neighborhoods; he wonders who maintains the park going forward. Also how about 157 <br />impact on traffic on 20th Avenue? How does staff feel about the PUD in general? 158 <br /> 159 <br />Planner Larsen noted that the private park in the townhome neighborhood will be the 160 <br />responsibility of Lennar and the HOA going forward. The PUD includes negotiated 161 <br />flexibility and that has meant some give for the City (i.e. lot sizes) but the development of 162 <br />a community is a positive. The easement (gas pipe) will be the responsibility of the utility 163 <br />that runs it. She also noted that the HOA Agreement will govern the entire development. 164 <br />Traffic is something that has been considered throughout the development review; they 165 <br />have met the City’s requested thresholds. She pointed out the major access to the 166 <br />development and improvements that will be constructed based on that access. 167 <br /> 168 <br />Councilmember Stoesz asked where the pipe under 35E will be installed and will the trail 169 <br />be impacted? Ms. Larsen noted on the map the approximate location and that it would 170 <br />go under the trail. 171 <br /> 172 <br />Councilmember Cavegn suggested that it appears the entire development drains across 173 <br />20th Avenue and he wonders if that has been addressed? Director Grochala explained that 174 <br />currently the area is still draining to t he south to an existing ditch. Ultimately it will flow 175 <br />north and come through a larger crossing through a project that staff has been working on 176 <br />for eight years; planning and approvals for t hat drainage project are well underway. 177 <br /> 178 <br />Councilmember Ruhland noted that he has a new client that works for Lennar and he 179
