13 <br /> <br />Local and County staffs are also working with state representatives on possible preliminary <br />design funding in the State’s bonding bill. Anoka County is also considering a transportation <br />funding application for improvement of the Centerville Road/CR J intersection. <br /> <br />Wetlands <br /> <br />Kjolhaug Environmental Services Company, Inc. prepared a Wetland Delineation Report dated <br />October 29, 2019. A Notice of Decision was issued by RCWD on December 11, 2019. <br /> <br />Kjolhaug Environmental Services Company, Inc. prepared a Wetland Permit Application dated <br />December 23, 2019. Per the report, two (2) wetlands were delineated on site totaling 1.37 acres. <br />Wetland 1 is a Type 1 wet meadow wetland. Wetland 2 is a partially-drained, wet meadow and <br />scrub-shrub wetland. A portion of Wetland 2 southwest of the septic mound discharge outlet <br />was created in upland and is incidental. <br /> <br />The proposed project will require 30,826 square feet (sf) (0.7076 acre) of permanent <br />impact to four (4) wetland areas, one of which is incidental for WCA permitting. Replacement <br />will be accomplished via the purchase of wetland banking credits. <br /> <br />The site is inside of the boundaries of the Lino Lakes Comprehensive Wetland Protection and <br />Management Plan (CWPMP) area; however, onsite wetlands do not fall within the landscape <br />scale/preliminary Wetland Management Corridor (WMC). Therefore, no WMC buffer on <br />wetlands is required with site development. <br /> <br />Rare & Endangered Species <br /> <br />Per the December 12, 2019 report prepared by Midwest Natural Resources, no habitats for state- <br />listed plant species were observed during field review. No further surveys are recommended. <br />Floodplain <br /> <br />There is no FEMA floodplain on site. <br /> <br />2030 Comprehensive Plan <br /> <br />At the time of this staff report, the draft 2040 Comprehensive Plan is under review by the Met <br />Council and has not formally been adopted by the City of Lino Lakes. Therefore, the 2030 <br />Comprehensive Plan is in effect. <br /> <br />Nadeau Acres is consistent with the goals and policies of the comprehensive plan in regards to <br />resource management, land use, housing, transportation and utilities. <br /> <br />Resource Management System Plan <br /> <br />Goals of the Resource Management System Plan include: <br /> <br />• Natural Resources and Amenities <br />o Goal #1: Identify, protect and preserve the desirable natural areas and ecological <br />and aquatic resources of the community.
