CITY COUNCIL <br />AGENDA ITEM 6D <br /> <br /> <br />STAFF ORIGINATOR: Michael Grochala <br /> <br />MEETING DATE: May 11, 2020 <br /> <br />TOPIC: Consider Resolution No. 20-46 Adopting AUAR Update <br />for I-35E Corridor <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />Staff is requesting City Council action to adopt the AUAR update for the I-35E Corridor. <br /> <br />BACKGROUND <br /> <br />The I-35E Corridor Alternative Urban Areawide Review (AUAR) is an environmental review <br />document that analyzed potential impacts of development within a study area of 4,500 acres. <br />The City of Lino Lakes prepared the AUAR in accordance with MN Rules 4410. The final <br />document was adopted by the Lino Lakes City Council on October 24, 2005. The AUAR <br />serves as a substitute environmental review. As long as a development project is consistent <br />with the assumptions of the analyses in the AUAR, no additional environmental review is <br />required. <br /> <br />In order to remain valid as a substitute form of environmental review, the AUAR must be <br />revised under certain criteria. One of the criteria is the passing of five years. The City has <br />previously approved updates in 2010 and 2015. The 2020 update identifies development or <br />changes that have occurred during the last five years. The document was updated to reflect <br />changes which included the modification of the three development scenarios investigated. <br />These include: <br />1) Draft 2040 Comprehensive Plan Full Build Out Land Use <br />2) Modified Full Build Out with increased residential and commercial development and <br />reduction in industrial development <br />3) The City’s existing 2030 Comprehensive Plan <br /> <br />WSB and Associates, the City’s Engineer, completed the draft update in February of 2020. <br />Notice, of the documents availability for review, was published in the Environmental Quality <br />Board (EQB) Monitor and made available for public and state agency review. The City <br />received comments from four agencies: <br />• Metropolitan Council <br />• Minnesota Pollution Control Agency <br />• Minnesota Department of Administration/State Historic Preservation Office <br />• Minnesota Department of Natural Resources
