14 <br /> <br />impact to four (4) wetland areas, one of which is incidental for WCA permitting. Replacement <br />will be accomplished via the purchase of wetland banking credits. <br /> <br />The site is inside of the boundaries of the Lino Lakes Comprehensive Wetland Protection and <br />Management Plan (CWPMP) area; however, onsite wetlands do not fall within the landscape <br />scale/preliminary Wetland Management Corridor (WMC). Therefore, no WMC buffer on <br />wetlands is required with site development. <br /> <br />Rare & Endangered Species <br /> <br />Per the December 12, 2019 report prepared by Midwest Natural Resources, no habitats for state- <br />listed plant species were observed during field review. No further surveys are recommended. <br />Floodplain <br /> <br />There is no FEMA floodplain on site. <br /> <br />2030 Comprehensive Plan <br /> <br />At the time of this staff report, the draft 2040 Comprehensive Plan is under review by the Met <br />Council and has not formally been adopted by the City of Lino Lakes. Therefore, the 2030 <br />Comprehensive Plan is in effect. <br /> <br />Nadeau Acres is consistent with the goals and policies of the comprehensive plan in regards to <br />resource management, land use, housing, transportation and utilities. <br /> <br />Resource Management System Plan <br /> <br />Goals of the Resource Management System Plan include: <br /> <br />• Natural Resources and Amenities <br />o Goal #1: Identify, protect and preserve the desirable natural areas and ecological <br />and aquatic resources of the community. <br />• Land Use Policies <br />o Goal #1: Ensure that well-planned, quality residential, commercial, industrial <br />and institutional development to accommodate the city’s projected growth needs <br />occurs in a manner that also conserves and enhances the city’s natural resources <br />and amenities. <br /> <br />The Nadeau Acres protects the natural resource by providing storm water management and <br />vege tative buffers. <br /> <br />Land Use Plan <br /> <br />Goal 1: Create a unified vision and future for the city, promote a well-planned community, <br />prevent fragmented development, address the impacts of development and redevelopment on <br />natural resources, aesthetics and view corridors, and provide balanced land use and <br />connectivity that ensures the integration of both sides of the regional park. <br />
