COUNCIL MINUTES <br />DRAFT <br /> <br />3 <br />Director Swenson confirmed that the contract length is three years and there is no review of 84 <br />language planned during that period. 85 <br />Mayor Rafferty noted the decrease in lease revenue and wonders how that relates to the space. 86 <br />Director Swenson explained that North Memorial was leasing at two stations so in effect was paying 87 <br />$600 per station. 88 <br />Council Member Lyden moved to approve Resolution No. 20-45, authorizing execution of the 89 <br />medical/training agreement and lease agreement as presented. Council Member Ruhland seconded 90 <br />the motion. Motion carried: Yeas, 5; Nays none 91 <br />5. PUBLIC SERVICES DEPARTMENT REPORT 92 <br />There was no report from the Public Services Department. 93 <br />6. COMMUNITY DEVELOPMENT REPORT 94 <br />6A) Nadeau Acres, Katie Larsen - 95 <br />i. Consider First Reading of Ordinance No. 02-20 Rezoning Property from R, Rural to R-1, Single 96 <br />Family Residential 97 <br />City Planner Larsen and City Engineer Diane Hankee reviewed a PowerPoint presentation (on file) 98 <br />including info rmation on the proposed project, including: 99 <br />- Rezoning and Preliminary P lat (as reviewed at March 2nd work session); 100 <br />- The development is consistent with the Comprehensive Plan and compliant with zoning and 101 <br />subdivision ordinances; 102 <br />- The original preliminary plat; 103 <br />- The original stormwater management plan (three retention ponds); 104 <br />- Option 1 of the originial stormwater plan (noting pond 100 with a underground pipe); Vicker 105 <br />property did not provide necessary easement; 106 <br />- Developer has revised plans to address council, Rice Creek Watershed District (RCWD) and 107 <br />resident comments; those plans were reviewed at the May 4th work session; 108 <br />- Revised preliminary plat (one less property and one less outlot); Pond 100 was enlarged; 109 <br />- Future park plan (park will service a larger area that just this development); Option for a 110 <br />temporary park was reviewed and found not viable; 111 <br />- Option 2 of the reviewed stormwater plan; plunge pool energy dissipator added, pipe eliminated, 112 <br />no easement from property owner required; 113 <br />- Activity since last work session includes meeting with adjacent property owners (Vickers) 114 <br />regarding the stormwater outlet; staff heard concerns about erosion and ongoing maintenance; 115 <br />- the Vickers prefer a piped outlet with a dissipater that is maintained by the City; staff 116 <br />recommends both those options and a direct pipe outlet without a plunge pool; 117 <br />City Engineer Hankee noted that she has met with the Vickers and they reviewed the plans on site. She 118 <br />understands that their preference would be for a piped option including the dissipater. With the direct 119 <br />pipe option, they have added storage to the pond which changes factors that concerned the Vickers. 120 <br />She showed charts indicating discharge and velocity (both with easement).
