Step pay program has 27 different ranges with varying number of steps to maximum. Some jobs have <br />single rates, while others have five steps to maximum. No systematic steps or grades progression. <br />2. Range minimums are at 80% of maximums and step increments vary from 4.2% to 14.9% based on job. <br />3. Jobs were evaluated with the Hay system. No documentation available for this system. <br />4. There is no policy to determine the relative position of current maximums relative to market. <br />5. On average, employees are currently paid close to 97.5% of current range maximum for their jobs. <br />NEW PROGRAM ATTRIBUTES <br />The design of the new program focuses on delivering the objectives established for this study: <br />1. Salary ranges are internally equitable and externally competitive. <br />2. System has 16 job grades and range maximums aligned with average market range maximums. <br />3. Grades are numbered from 100 to 280. Grades 120 and below are currently vacant. <br />4. For grades 180 and lower: <br />➢ Salary ranges have 6 steps to maximum, step progression equals 2.75%, minimum set at 85% of <br />maximum. <br />5. For grades 190 and higher (mostly management jobs): <br />➢ Salary ranges have 9 steps to maximum, step progression equal 2.5%, minimum set at 80% of <br />maximum. <br />
