The <br />improvements are proposed to include reconstruction of the roadway to a divided two-lane <br />roadway with roundabouts at the Tomahawk Trail/School Entrance and West Shadow Lake Drive <br />intersections. <br /> <br />As part of the preliminary design phase, public information meeting and agency coordination has <br />been held to review and receive comments on the design concepts for the corridor. One of the <br />comments was in respect to the location and treatment of potential pedestrian crossing within the <br />corridor. <br /> <br />The purpose of this memorandum is to document the review and analysis and to recommend the <br />appropriate location(s) and treatments for pedestrian crossing in the CSAH 34 (Birch Street) <br />corridor. <br /> <br />Pedestrian Crossing Review and Analysis Criteria <br /> <br />There are several Federal and State documents that provide guidance for the review and analysis <br />of pedestrian crossings. The primary documents used for the CSAH 34 (Birch Street) corridor <br />pedestrian crossing review and analysis includes: “Pedestrian Crossings: Uncontrolled Locations, <br />June 2014”; “Minnesota Best Practices for Pedestrian/Bicycle Safety, September 2013”, and; <br />MnDOT Traffic Engineering Manual, Chapter 13 – Non-Motorized Facilities, June 2015” <br /> <br />Based on the review of these documents, the following general criteria should be considered for <br />marking unsignalized crosswalks: <br /> <br />• Locations for a marked crosswalk should be connected by sidewalks or trails and have <br />ADA compliant curb ramps and landings. <br /> <br />• Parking should be prohibited at least 20 feet prior to and after a marked crosswalk <br /> <br />• Crosswalk markings and advanced warning signs should not be installed at stop- <br />controlled locations, although additional pedestrian treatments could be installed if an <br />engineering study indicates a need.
