CITY COUNCIL WORK SESSION <br />DRAFT <br /> 1 <br />CITY OF LINO LAKES 1 <br />MINUTES 2 <br /> 3 <br />DATE : May 26, 2020 4 <br />TIME STARTED : 6:00 p.m. 5 <br />TIME ENDED : 6:30 p.m. 6 <br />MEMBERS PRESENT : Council Member Stoesz, Lyden, Ruhland, 7 <br /> Cavegn and Mayor Rafferty 8 <br />MEMBERS ABSENT : None 9 <br />Staff members present: City Administrator Jeff Karlson; Community Development 10 <br />Director Michael Grochala; Director of Public Safety John Swenson; Finance Director 11 <br />Sarah Cotton; City Planner Katie Larsen; Public Services Director Rick DeGardner; and 12 <br />City Clerk Julie Bartell 13 <br /> 14 <br />The council meeting was held telephonically on the Zoom platform and as allowed by 15 <br />Minnesota Statutes 13D.021. 16 <br /> 17 <br />Review Regular Agenda of March 23, 2020 – 18 <br /> 19 <br />Councilmember Stoesz noted that Item 1E would be moved from the Consent Agenda to 20 <br />the Administration Department for discussion. 21 <br /> 22 <br />Councilmember Cavegn asked, regarding Expenditures, about the $15,000 charge to 23 <br />Cartegraph. Finance Director Cotton explained that the charges represent the annual fees 24 <br />for that equipment and Public Services Director DeGardner further explained how the 25 <br />equipment is utilized. 26 <br /> 27 <br />Item 5A, City Complex Air Duct and Diffuser Project, Public Services Director 28 <br />DeGardner explained that the request to clean the diffuser comes from air quality check 29 <br />that occurred in April. He is also recommending a full air duct cleaning for the Police 30 <br />Department; based on the results of that work, staff will report on the need to clean ducts 31 <br />in the rest of the facility. Mayor Rafferty asked how that project will be funded and Mr. 32 <br />DeGardner said contingency funds. The mayor added that it’s important to keep up on 33 <br />this type of maintenance and he’s interested in understanding that the rest of the facility 34 <br />will be done as that becomes possible. It’s important to stay on top of maintenance and 35 <br />take care of the facilities. 36 <br /> 37 <br />Mayor Rafferty asked if there’s been any construction in the Police Department wing in 38 <br />the last few years; Mr. DeGardner noted a small improvement project. 39 <br /> 40 <br />Councilmember Cavegn asked if this is throwing money at a problem that doesn’t exist. 41 <br />After reading the results of the air quality report, it seems that the air quality is good and 42 <br />the only problem noted was at the diffuser. Public Services Director DeGardner 43 <br />responded that the City can be reactive or proactive on this work and that’s a policy 44
