Feasibility Study <br />Water Treatment Plant <br />City of Lino Lakes, MN <br />WSB Project No. 015822-000 Page 23 <br />7.3 Conceptual Site Plan <br />A conceptual site plan for the proposed water treatment facility is shown on Figure 4 in <br />Appendix A. Site access is shown on 12th Avenue South to avoid disruption to traffic on Birch <br />Street. An underground backwash tank would be constructed on the south side of the plant and <br />be mostly non-visible to the public. A stormwater retention pond would be constructed in the <br />lower area of the site to collect stormwater runoff from the impervious surfaces (plant roof, paved <br />areas, etc.). The site would be graded as needed to cover the lower level of the plant. <br />7.4 Public Utilities <br />The existing public utilities at the potential site are summarized below and shown on Figure 6 in <br />Appendix A. <br />Water – An existing 16-inch ductile iron pipe (DIP) watermain crosses through the site, <br />including a hydrant assembly at the eastern right-of-way line on 12th Avenue South and a 16- <br />inch butterfly valve at the northern right-of-way line on Birch Street. This main would need to <br />be relocated around the plant building. <br />Sanitary Sewer – An existing 12-inch PVC sanitary sewer crosses through the site at a depth <br />of 15 to 25 feet, including a sanitary sewer manhole at the change in direction. This <br />approximately 412 feet long 12-inch PVC sanitary sewer and one sanitary sewer manhole <br />would need to be relocated around the plant building. <br />Storm Sewer – An existing stormsewer gravity main located approximately 500 feet south of <br />the intersection of Birch Street and 12th Avenue South on the east side of the site crosses <br />12th Avenue South and would need to be rerouted around the site. This sewer outfalls into a <br />private ditch that crosses the site from east to west. This ditch may need to be realigned as <br />part of the plant construction. <br />7.5 Private Utilities <br />The existing private utilities in the area include the following and will possibly need to be relocated <br />during the plant construction: <br />CenturyLink – An existing line is located outside the curb in the right of way south of Birch <br />Street and west of 12th Avenue South. <br />CenterPoint Energy – An existing 4” PE CL-6 gas line is located approximately 29 feet north <br />of the centerline in Birch Street. No conflicts are anticipated with this line. <br />Xcel Energy Gas – An existing gas main is located near the centerline of 12th Avenue South. <br />An unidentified line crosses the site east-west just south of Buckthorn Lane. <br />Xcel Energy Electric – Existing overhead lines are located in the right of way south of Birch <br />Street and west of 12th Avenue South. Several poles are located along the right of way <br />boundary. <br />Comcast – No mapping data was provided by Comcast at the time of this study, although this <br />private utility does exist in this area.
