CITY COUNCIL <br />AGENDA ITEM 3C <br /> <br /> <br />STAFF ORIGINATOR: Karissa Bartholomew, Human Resources Manager <br /> <br />MEETING DATE: July 13, 2020 <br /> <br />TOPIC: Public Purpose Expenditures Policy <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />The Council is being asked to approve amendments to the City’s Public Purpose Expenditures <br />Policy. <br /> <br />BACKGROUND <br /> <br />The City’s current Public Purpose Expenditures Policy outlines the ability for staff to spend <br />money on employee appreciation, plaques for outgoing councilmembers, and cards and flowers <br />for the loss of loved ones. There are additional expenditures that happen throughout the year that <br />staff feels would be appropriate to outline within the policy for greater transparency. Such as <br />employee wellness and meals and refreshments for City hosted events or ceremonies. <br /> <br />Staff is also recommending a change to how employee appreciation is handled. Instead of <br />employees receiving a gift certificate for years of service, employees would be provided with gift <br />certificates for excellent service. Allowing employees to be rewarded for their hard work and <br />accomplishments. <br /> <br />The proposed policy amendments would not have an impact on the budget. <br /> <br />RECOMMENDATION <br /> <br />Approve the amended Public Purpose Expenditures Policy. <br /> <br />ATTACHMENTS <br /> <br />1.
