2021 BUDGET <br /> <br />RISK ASSESSMENT & <br /> EMERGENCY RESPONSE PLAN <br />$25,000 <br /> <br />On October 23, 2018, America's Water Infrastructure Act (AWIA) was signed into law. The law requires com- <br />munity public water systems serving more than 3,300 people to develop or update risk assessments and <br />emergency response plans (ERP). The assessment and plan is required by MDH and the EPA. Some of the <br />items that will be addressed are: <br />RISK AND RESILIENCE <br />Risk to the system from malevolent acts and natural hazards; <br />Resilience of the pipes and constructed conveyances, physical barriers, source water, water collecƟon <br />and intake, pretreatment, treatment, storage and distribuƟon faciliƟes, electronic, computer, or other <br />automated systems (including the security of such systems) which are uƟlized by the system; <br />Monitoring pracƟces of the system; <br />Financial infrastructure of the system; <br />Use, storage, or handling of various chemicals by the system; and <br />OperaƟon and maintenance of the system. <br /> <br />EMERGENCY RESPONSE PLAN <br />Strategies and resources to improve the resilience of the system, including the physical security and cy- <br />bersecurity of the system; <br />Plans and procedures that can be implemented, and idenƟficaƟon of equipment that can be uƟlized, in <br />the event of a malevolent act or natural hazard that threatens the ability of the community water sys- <br />tem to deliver safe drinking water; <br />AcƟons, procedures and equipment which can obviate or significantly lessen the impact of a malevolent <br />act or natural hazard on the public health and the safety and supply of drinking water provided to com- <br />muniƟes and individuals, including the development of alternaƟve source water opƟons, relocaƟon of <br />water intakes and construcƟon of flood protecƟon barriers; and <br />Strategies that can be used to aid in the detecƟon of malevolent acts or natural hazards that threaten <br />the security or resilience of the system. <br /> <br />Recommended funding is the Water OperaƟng Fund - Professional Services. <br />132
