2021 BUDGET <br /> <br />REPLACE BOILER #1 ‐ CIVIC COMPLEX <br />$85,000 <br /> <br />The UƟliƟes Department is recommend- <br />ing the replacement of Boiler #1 at the <br />Civic Complex, with a high-efficiency <br />condensing boiler. This is one of two <br />original boilers that were installed in <br />1999. <br />The Civic Complex HVAC System cur- <br />rently has three boilers. Boiler #1 is no <br />longer in service due to our inability to <br />obtain obsolete replacement parts. <br />Boiler #2 is sƟll funcƟoning properly, but <br />we are unable to secure replacement <br />parts (we have used parts when possible from boiler #1). Boiler #3 is a high-efficiency condensing boiler and <br />was installed in 2011 as part of the Public Services Department’s successful grant applicaƟon for Energy Im- <br />provements from the Office of Energy Security. Boiler #3 is our primary boiler and operates year-round for <br />dehumidificaƟon purposes. When the outdoor temperature reaches 10 degrees or colder, the system can no <br />longer heat the building only uƟlizing Boiler #3. A failure of Boiler #2 com- <br />bined with sub-10 degree temperatures, would result in not being able to <br />provide adequate heaƟng for City Hall, Police Department, and New Crea- <br />Ɵons. <br />The new high-efficiency condensing boiler would reduce energy consumpƟon <br />significantly, as it would be able to run at the desired temperature needed, <br />rather than heaƟng to 160 degrees every Ɵme it runs, as is the case with our <br />older, non-condensing boilers. <br />Recommended funding is the Building FaciliƟes Fund - Capital Outlay. <br />156
