WS – Item #3

WORK SESSION STAFF REPORT
Work Session Item

Date: August 3, 2020

To: City Council

From: John Swenson, Public Safety Director

Re: CARES Act Funded Proposed Expenditures

Background

As discussed with Council at the meeting on July 27, 2020, staff is working to identify
projects and purchases that serve public purpose and are complaint with the CARES Act
funding eligibility requirements. As you know procurements and projects must be
completed no later than November 15, 2020 which has created a tight timeline.

Staff has reviewed the below projects/procurements and determined that they meet the
eligibility requirements (necessary expenditures due to COVID-19, not accounted for in
the most recently adopted budget, expenditures will be incurred during the covered
period of March 1 to November 15, 2020) and is recommending moving forward with
them utilizing CARES Act funding.

1. Fire Station #1 Remodel – The kitchen area at fire station #1 would be remodeled
and expanded to accommodate social distancing, which is not possible with the
current configuration. The total cost for this project will be $66,128. Please note
that approximately $6,500 of this does not qualify for CARES Act funding, but
funding will be provided through the Bldg and Facilities Fund.
2. Public Safety mobile computer update – Purchase three laptop computers, eight
Toughbook laptop computers, and all needed peripherals (docking stations, port
replicators, monitors). The total cost for this purchase will be $34,369. This
purchase will provide for teleworking capabilities in the Public Safety
Department.
3. LiveScan fingerprinting machine – Due to Covid-19 related restrictions and social
distancing requirements we have suspended the service of fingerprinting residents
for civil matters (adoption applications, employment backgrounds, etc.). The
purchase of this LiveScan machine would enable staff to resume offering this
service to residents. The total cost for this purchase will $30,000.

Attachments

Fire Station #1 Remodel Proposal
LiveScan Proposal
