CITY COUNCIL WORK SESSION <br />DRAFT <br /> 1 <br />CITY OF LINO LAKES 1 <br />MINUTES 2 <br /> 3 <br />DATE : July 27, 2020 4 <br />TIME STARTED : 6:00 p.m. 5 <br />TIME ENDED : 6:20 p.m. 6 <br />MEMBERS PRESENT : Council Member Stoesz, Lyden, Ruhland, 7 <br /> Cavegn and Mayor Rafferty 8 <br />MEMBERS ABSENT : None 9 <br />Staff members present: City Administrator Sarah Cotton; Community Development 10 <br />Director Michael Grochala; Director of Public Safety John Swenson; City Planner Katie 11 <br />Larsen; City Engineer Diane Hankee 12 <br />1. Temporary Building Inspection Services β Community Development Director 13 <br />Grochala reviewed his written staff report. There are funds budgeted for temporary 14 <br />building inspector services however itβs been impossible to fill such a limited position. 15 <br />Therefore staff is requesting authorization to obtain needed services from a provider. He 16 <br />explained the set costs and that services that would be funded entirely from building 17 <br />permit revenue. This arrangement provides needed flexibility and will move up the 18 <br />schedule for inspections. 19 <br />2. St. Clair Estates, Letter of Credit Release, Michael Grochala β Community 20 <br />Development Director Grochala reviewed his written report. Staff is attempting to secure 21 <br />all necessary work required under the terms of the development agreement for the project. 22 <br />Based on completed work and the cost of future work, staff is proposing to inform the 23 <br />bank that a Letter of Credit in the amount of $20,000 should be released. There is 24 <br />additional credit funds that will be retained until final costs are realized. 25 <br /> 26 <br />Councilmember Lyden thanked staff for their work in bringing this matter to some 27 <br />conclusion. 28 <br />3.
