CITY COUNCIL <br />AGENDA ITEM 5A <br /> <br />STAFF ORIGINATOR: Rick DeGardner, Public Services Director <br /> <br />MEETING DATE: August 31, 2020 <br /> <br />TOPIC: Consider Resolution 20-100, Approving a Construction Management <br />Services Agreement for the 2020 City Hall Renovation Project, Rick <br />DeGardner <br /> <br />VOTE REQUIRED: 3/5 <br /> <br />INTRODUCTION <br /> <br />Staff is requesting City Council consideration to approve a Construction Management Services <br />Agreement for the 2020 City Hall Renovation Project with H+U Construction. <br /> <br />BACKGROUND <br /> <br />This project at City Hall includes reducing customer contact operations to a centralized, single service <br />window. This will provide better efficiency (especially with reduced staff as a result of COVID -19) <br />and minimize the number of contact points city staff will have with customers. Cubicle work spaces <br />will be reconfigured to improve social distancing and to minimize close contact situations. A dedicated <br />virtual room is planned for building department officials and other staff. We are exploring placing an <br />electronic kiosk with printer in the lobby area to provide necessary forms and correspondence. <br /> <br />Staff has determined that this project meets the eligibility requirements (necessary expenditures due to <br />COVID-19, not accounted for in the most recently adopted budget, expenditures will be incurred <br />during the covered period of March 1 to November 15, 2020) for 100% CARES Act funding <br />reimbursement. <br /> <br />The Construction Manager services consists of coordinating all facets of the bidding process, <br />construction phase administration, construction coordination and scheduling, constructability review, <br />cost estimating, and allocation of construction activities among the contractors. <br /> <br />The contracts will be held by the City, and all contractors will be paid directly from the City. <br /> <br />The attached document outlines the terms of the agreement. <br /> <br /> <br /> <br />RECOMMENDATION <br /> <br />Staff is recommending approval of Resolution No. 20-100. <br /> <br /> <br />ATTACHMENTS <br /> <br />Resolution No. 20-100 <br />Document C132-2009, Agreement Between Owner and Construction Manager as Adviser
