WS – Item 12 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 12 <br /> <br /> <br />Date: September 8, 2020 <br /> <br />To: City Council <br /> <br />From: Sarah Cotton, City Administrator <br /> <br />Re: Temporary Wage Increase <br /> <br /> <br />Background <br /> <br />The Council is being asked to consider a fifteen percent wage increase for Accountant, Tracy <br />Thoma until the Human Resources Manager position is filled. <br /> <br />With the departure of Human Resources Manager, Karissa Bartholomew, Tracy will be <br />performing many additional duties and responsibilities to fill the gap. <br /> <br />Tracy’s additional duties will include assisting with open enrollment, benefits administration, <br />recruitment, onboarding, compensation plan administration, unemployment, worker’s <br />compensation, drug & alcohol testing, DOT driver’s license checks, and administrative tasks <br />related to labor negotiations, CARES reporting, and FFCRA. <br /> <br />The AFSCME labor agreement provides that employees who work at a higher classification <br />shall receive a ten percent wage increase. Since Tracy will be taking on greater <br />responsibilities, I believe a fifteen percent wage increase is appropriate. <br /> <br />Tracy’s temporary hourly rate would be $41.26 starting Monday, September 14, 2020 and <br />ending when the new Human Resources Manager assumes the position. <br /> <br />Requested Council Direction <br /> <br />If the Council is supportive of the temporary wage increase for Accountant, Tracy Thoma, staff <br />will place this item on the September 14th City Council agenda for approval. <br /> <br /> <br />
