<br />WS – Item 4 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 4 <br /> <br /> <br />Date: September 8, 2020 <br /> <br />To: City Council <br /> <br />From: Diane Hankee, City Engineer <br /> <br />Re: Lois Lane Traffic Evaluation <br /> <br />Background <br /> <br />At the July 27, 2020 City Council meeting, residents from Lois Lane presented their <br />concerns over speeding, vehicle noise, thru traffic and pedestrian safety within the <br />neighborhood. They asked for the City Council’s help in addressing their concerns. The <br />speed limit on Lois Lane is 30 mph. <br /> <br />The City’s Public Safety Department (PD) has been on site monitoring the conditions and <br />obtaining traffic data on Lois Lane between Lake Drive (CSAH 23) and Sherwood Lane. <br />This work included: <br /> <br />• Deploying the traffic data collector which identified 85% of motorists traveled at <br />a speed just under 30 mph. It also included data showing the high speed near 70 <br />mph. <br />• The PD implemented directed patrol enforcement between the peak hours 1500- <br />1700. <br />• The PD obtained speed data for garbage trucks identifying their travel to be at or <br />below 30 mph. <br /> <br />The City’s Traffic Safety Committee used input from the neighborhood and data <br />collected to provide the following recommendations to mitigate concerns: <br /> <br />• Neighborhood education via City mailing “20 is plenty” brochure. This has been <br />completed. <br />• Install a painted centerline skip stripe between Lake Drive (CSAH 23) and <br />Sherwood Lane <br />• Install 30 mph speed limit signs along the straight section of Lois Lane <br />• Install four curve ahead warning signs with cautionary speed signs. Note these <br />signs are not enforceable for speed, however failing to drive safely can be <br />considered reckless driving or other. <br />• Complete a post implementation evaluation: <br />o Deploy the traffic data collector again to measure progress. <br />o Consider temporary or permanent driver feedback sign if speed is <br />determined to still be an issue. Funding would need to be identified. <br />
