2 <br /> <br />ANALYSIS <br /> <br />History <br /> <br />The subject site was originally platted in 1978 as Lot, Block 1, Lakes Addition No. 5. The <br />residential subdivision was not served by municipal water or sanitary sewer. In 2018, the City <br />commenced the West Shadow Lake Drive Street and Utility Improvement Project to <br />reconstruct the street and install municipal water main and sanitary sewer. With the extension <br />of public utilities, larger lots may be able to subdivide. In anticipation of such subdivision <br />requests, in 2018, the City also rezoned several parcels, including the subject site, from R, <br />Rural to R-1X, Single Family Executive Residential. <br /> <br />Subdivision Ordinance <br /> <br />The legal description of the subject site is Lot 1, Block 1, Lakes Addition No.5. It was platted <br />in 1978. <br /> <br />Per Section 1001.076(2) of the Subdivision Regulations, any subdivision that results in the <br />creation of one or more sewered residential lots shall be platted in full compliance with <br />preliminary plat and final plat requirements and therefore, it is not a minor subdivision. <br /> <br />Conformity with the Comprehensive Plan and Zoning Code <br /> <br />The parcel is guided low density residential and zoned R-1X, Single Family Executive. The <br />final plat is compliant with the comprehensive plan, zoning and subdivision ordinance. <br /> <br />The preliminary plat was approved by the City Council on November 12, 2019 by Resolution <br />No. 19-147. The final plat substantially conforms to the approved preliminary plat. <br /> <br />Blocks and Lots <br /> <br />The final plat contains Lot 1 and Lot 2, Block 1, Stern Addition.
