2 ANALYSIS History The subject site was originally platted in 1978 as Lot, Block 1, Lakes Addition No. 5. The residential subdivision was not served by municipal water or sanitary sewer. In 2018, the City commenced the West Shadow Lake Drive Street and Utility Improvement Project to reconstruct the street and install municipal water main and sanitary sewer. With the extension of public utilities, larger lots may be able to subdivide. In anticipation of such subdivision requests, in 2018, the City also rezoned several parcels, including the subject site, from R, Rural to R-1X, Single Family Executive Residential. Subdivision Ordinance The legal description of the subject site is Lot 1, Block 1, Lakes Addition No.5. It was platted in 1978. Per Section 1001.076(2) of the Subdivision Regulations, any subdivision that results in the creation of one or more sewered residential lots shall be platted in full compliance with preliminary plat and final plat requirements and therefore, it is not a minor subdivision. Conformity with the Comprehensive Plan and Zoning Code The parcel is guided low density residential and zoned R-1X, Single Family Executive. The final plat is compliant with the comprehensive plan, zoning and subdivision ordinance. The preliminary plat was approved by the City Council on November 12, 2019 by Resolution No. 19-147. The final plat substantially conforms to the approved preliminary plat. Blocks and Lots The final plat contains Lot 1 and Lot 2, Block 1, Stern Addition.
