COUNCIL MINUTES DRAFT 2 ADMINISTRATION DEPARTMENT REPORT 41 3A) Consider Resolution No. 20-87, Amending Personnel Policy – Human Resources 42 Manager Bartholomew explained that staff is recommending removal of the Computer Purchase 43 Program for reasons outlined in the written staff report. 44 Councilmember Stoesz asked that the council receive a copy of the Personnel Policy as amended by 45 this action. 46 Councilmember Stoesz moved to approve Resolution No. 20-87 as presented. Councilmember 47 Lyden seconded the motion. Motion carried on a voice vote. 48 3B) Consider Appointment of Accounts Payable/Payroll Technician – Human Resources 49 Manager Bartholomew reviewed the written staff report requesting that the council approve the 50 appointment of Emily Ahern to the vacant position. Ms. Bartholomew reviewed the hiring process 51 and Ms. Ahern’s qualifications. 52 Councilmember Cavehn moved to approve the appointment of Emily Ahern as recommended. 53 Councilmember Ruhland seconded the motion. Motion carried on a voice vote. 54 3C) Consider Appointment of Streets Maintenance Worker– Human Resources Manager 55 Bartholomew reviewed the written staff report requesting that the council approve the appointment 56 of Erik Olson to the vacant position. Ms. Bartholomew reviewed the hiring process and Mr. 57 Olson’s qualifications. 58 Councilmember Ruhland moved to approve the appointment of Erik Olson as recommended. 59 Councilmember Lyden seconded the motion. Motion carried on a voice vote. 60 PUBLIC SAFETY DEPARTMENT REPORT 61 4A) Consider City of Hugo Fire Aid Agreement – Public Safety Director Swenson reviewed 62 his written staff report. The City of Hugo is the last of the City’s neighbors to request Fire 63 Auto/Mutual Aid. He noted the other area fire departments that receive this assistance. The report 64 includes information on the number t imes the City has provided and received assistance under the 65 agreement. 66 67 Councilmember Cavegn asked if there are any financial implications and Director Swenson explained 68 how fire situations can be very labor intensive and how assistance can be very important. Cities pay 69 for the emergency resources that they make available. 70 71 Mayor Rafferty noted the City of White Bear Lake is close but not included in the cities noted. 72 Director Swenson said there is an agreement in place with that city. 73 Councilmember Ruhland asked if there is an agreement for police services. Director Swenson 74 explained that the Joint Law Enforcement Council handles the area of assistance between 75 departments. 76 Councilmember Lyden moved to approve the agreement as presented.
