COUNCIL MINUTES DRAFT 4 Property owner was present and thanked the council and staff for the work put into bringing this 119 forward. Mayor Rafferty discussed the schedule for building; there will be some work to prepare the 120 site for spring building activities. 121 Councilmember Ruhland moved to approve Resolution No. 20-83 and Resolution No. 20-84, as 122 presented. Councilmember Stoesz seconded the motion. Motion carried on a voice vote 123 (Councilmember Lyden voted nay) 124 6C) Consider Resolution No. 20-89, Approving Release of Security and Escrow, St. Clair 125 Estates –Community Development Director Grochala reviewed the written staff report requesting 126 authority to release certain security and escrow funds. He reviewed the history of the City receiving 127 security and escrow funds, terms under which the City received the funds, the City’s draw downs and 128 use of funds for required work at the development site, and the expectation of when work will be 129 finalized. Mr. Grochala requested that the council authorize release of the funds noted in the report. 130 At the council’s request, Mr. Grochala explained the original amounts available, amounts drawn 131 down and remaining balance. There could be some outstanding expenses. 132 Councilmember Stoesz asked if there is an HOA at the St. Clair Estates development; Mr. Grochala 133 said yes and they have elected board members. 134 Mayor Rafferty noted that this is a good development and he is appreciative of the work put in by 135 staff and other to get over some bumps along the way. 136 Councilmember Lyden moved to approve Resolution No. 20-89, as presented.
