COUNCIL MINUTES <br />DRAFT <br />4 <br />Property owner was present and thanked the council and staff for the work put into bringing this 119 <br />forward. Mayor Rafferty discussed the schedule for building; there will be some work to prepare the 120 <br />site for spring building activities. 121 <br />Councilmember Ruhland moved to approve Resolution No. 20-83 and Resolution No. 20-84, as 122 <br />presented. Councilmember Stoesz seconded the motion. Motion carried on a voice vote 123 <br />(Councilmember Lyden voted nay) 124 <br />6C) Consider Resolution No. 20-89, Approving Release of Security and Escrow, St. Clair 125 <br />Estates –Community Development Director Grochala reviewed the written staff report requesting 126 <br />authority to release certain security and escrow funds. He reviewed the history of the City receiving 127 <br />security and escrow funds, terms under which the City received the funds, the City’s draw downs and 128 <br />use of funds for required work at the development site, and the expectation of when work will be 129 <br />finalized. Mr. Grochala requested that the council authorize release of the funds noted in the report. 130 <br />At the council’s request, Mr. Grochala explained the original amounts available, amounts drawn 131 <br />down and remaining balance. There could be some outstanding expenses. 132 <br />Councilmember Stoesz asked if there is an HOA at the St. Clair Estates development; Mr. Grochala 133 <br />said yes and they have elected board members. 134 <br />Mayor Rafferty noted that this is a good development and he is appreciative of the work put in by 135 <br />staff and other to get over some bumps along the way. 136 <br />Councilmember Lyden moved to approve Resolution No. 20-89, as presented. Councilmember 137 <br />Stoesz seconded the motion.
