COUNCIL MINUTES <br />DRAFT <br />2 <br />PUBLIC SAFETY DEPARTMENT REPORT 41 <br />There was no report from the Public Safety Department. 42 <br />PUBLIC SERVICES DEPARTMENT REPORT 43 <br />5A) Consider Resolution 20-92, Authorize the Advertisement for Bids for the 2020 Lino 44 <br />Lakes Facilities Touchless Entry Upgrades – Public Services Director DeGardner reviewed his 45 <br />writt en report requesting authorization to adverstise for bids for the touchless entry upgrades 46 <br />proposed for City facilities. The cost of these upgrades should be fully covered through the CARES 47 <br />Act grant funds that have been received by the City. Mr. DeGardner reviewed the proposed work 48 <br />that will provide for touchless entry at City buildings. 49 <br />Councilmember Lyden thanked Mr. DeGardner for the quick work in getting this project together so 50 <br />that it can be considered for grant funding. 51 <br />Councilmember Stoesz asked that staff ensure that the work have as long a warranty as possible. 52 <br />The council heard information from the City Administrator on use of the City’s portion of CARES 53 <br />Act funds. Ms. Cotton explained the deadline and that staff is following the rules for grant funding 54 <br />as they are currently being provided. 55 <br />Director DeGardner added that staff is also looking at adding card access points where that is 56 <br />appropriate. 57 <br />Councilmember Stoesz moved to approve Resolution No. 20-92 as presented. Councilmember 58 <br />Lyden seconded the motion. Motion carried on a voice vote. 59 <br />COMMUNITY DEVELOPMENT REPORT 60 <br />6A) Consider Resolution No. 20-91 Approving Variances for Building Setbacks and Fence 61 <br />Height for 6508 West Shadow Lake Drive - City Planner Larsen reviewed a PowerPoint 62 <br />presentation including information on the following 63 <br />- Applicant (Anoka County Highway Department) on behalf of property owners;64 <br />-Variances are required for Birch Street Improvement Project roundabout at intersection of65 <br />West Shadow Lake Road;66 <br />-Much work done with properties owners to find best approach;67 <br />-The roundabout project will leave a lot that is not compliant to City requirements in size; the68 <br />variances would make the existing house and structures conforming;69 <br />-Variance locations shown on a map;70 <br />- The property owners also requested a berm and fence that require a variance;71 <br />-Findings of Fact;72 <br />-Planning and Zoning Board has approved.73
