CITY COUNCIL
AGENDA ITEM 3B
STAFF ORIGINATOR: Julie Bartell, City Clerk
MEETING DATE: September 14, 2020
TOPIC: Consideration of Election Judge Salary Increase
VOTE REQUIRED: 3/5
INTRODUCTION
Every year, the city administers at least one election and employs election judges to staff the seven
election precincts. These judges also attend annual paid training sessions prior to their service.
BACKGROUND
The current salary is $10.00/hour to serve as an Election Judge and $11.00/hour to serve as a Head
Election Judge. This salary rate has been in place since the year 2015.
Staff is proposing that the council increase the salary for election judges and that a separate salary
schedule be adopted for general state/national elections. Considerations for this increase are:
- Current rates are on the lower end of what other Anoka County cities are paying;
-The Minnesota state minimum wage is $10.00 per hour;
-Election judge service is an important role and should be recognized with adequate salary;
- These positions can be difficult to fill in the current pandemic situation;
- Funding is available through Elections CARES Act grant for 2020 cost increase;
-Workload varies depending on election turnout and General Election voter turnout is much
higher than for primary or municipal elections.
RECOMMENDATION
Staff is recommending approval of the following salary plan for election judges. The salary
plan would be effective upon adoption by the council.
Position General Election (even years only)
Rate of Pay (per hour)
Primary and Municipal Election
Rate of Pay (per hour)
Election Judge $13.00 $12.00
Head Election Judge $16.00 $14.00
