The majority <br />of the discharge leaving the site is through ACD 10-22-32. A CAPROC has been <br />approved by RCWD for reference. <br />Noted. <br /> <br />Comments: <br /> <br />2. RCWD is the ditch authority for ACD 10-22-32 and is responsible for the <br />maintenance, function and capacity of the ditch. The City of Lino Lakes would be <br />responsible for Pond 200 maintenance and function. The ditch, and its associated <br />rights, extend east and shall not be routed through the pond. The easement will extend <br />around the north end of the pond to provide RCWD with the access needed. This has <br />been discussed with the watershed. Applicant shall address water quality <br />calculations, and confirm whether Pond 200 is necessary for water quality <br />treatment for the impervious surface increase. If the pond is not necessary to <br />meet water quality treatment, then similar to Pond 300, Pond 200 is <br />recommended to be private and be maintained by the Home Owners Association. <br />If Pond 200 is necessary for water quality treatment, the applicant shall work <br />with the City as well as the RCWD Ditch Authority. Pond 200 should be 2 cells <br />separating ACD 10-22-32 into one basin, and the City Pond into a second basin <br />as needed for water quality. <br />Pond 200 is not necessary to meet NURP requirements. <br />Pond 200 and Pond 300 are not necessary to meet NURP requirements and should <br />be identified as something other than a pond (lake, basin, etc.) and are also <br />recommended to be maintained by the Homeowners Association. <br />Designations for Pond 200 and 300 changed to Lake. <br />3. Pond 300 is not considered a stormwater pond. It doesn’t meet the requirements for <br />water qualit y treatment due to the depth. It was not included as part of the water <br />qualit y calculations. It is recommended that this borrow area should be private <br />and maintained by the Home Owners Association.. Comment Noted <br />This shall be called out in the agreement and provided by the developer. <br />4. The applicant needs to adjust the location of the outlet control structures such that <br />City can access and maintain. Specific to Pond 200. Access is provided to outlet <br />control structures. <br />Access is shown on plans via maintenance bench around pond and bituminous <br />trails where ponds/lakes are not accessible from the road.
