CITY COUNCIL WORK SESSION DRAFT 1 CITY OF LINO LAKES 1 MINUTES 2 3 DATE : September 28, 2020 4 TIME STARTED : 6:00 p.m. 5 TIME ENDED : 6:15 p.m. 6 MEMBERS PRESENT : Council Member Stoesz, Lyden, Ruhland, 7 Cavegn and Mayor Rafferty 8 MEMBERS ABSENT : None 9 Staff members present: City Administrator Sarah Cotton; Director of Public Safety John 10 Swenson; and City Clerk Julie Bartell 11 12 Review Regular Agenda of September 28, 2020 – 13 14 Item 2A – 2C – Preliminary 2021 Proposed Operating Budget and Tax Levy – City 15 Administrator Cotton explained that the council is being asked to approve a preliminary 16 budget as required by state law. The budget was formulated following the council’s 17 direction as they reviewed information at several budget work sessions. The actions also 18 include cancelled two debt service levies that are not needed and setting the time and date 19 for the City’s Truth in Taxation Hearing. 20 21 Item 3A – Appointment of Human Resources Manager - Administrator Cotton 22 reviewed her written staff report recommending appointment of Teresa Summerbell as 23 the City’s Human Resources Manager. Ms. Cotton said she is excited to begin working 24 with Ms. Summerbell because she brings with her much experience in the area of human 25 resources. 26 27 Item 4A – Body Worn Camera Audit – Public Safety Director Swenson noted that this 28 is the City’s first audit of this type. The audit is required of the City every two years. 29 There was one deficiency noted in that the City did not have a web posting of policy and 30 that situation has been corrected. 31 32 Councilmember Stoesz asked if the cost of the audit was budgeted and Chief Swenson 33 said that it was and will be again in two years. 34 35 The meeting was adjourned at 6:15 p.m. 36 37 These minutes were considered, corrected and approved at the regular Council meeting held on 38 October 12, 2020. 39 40 41 42 43 Julianne Bartell, City Clerk Rob Rafferty, Mayor 44
