COUNCIL MINUTES <br />DRAFT <br />2 <br />G) Consider Approval of September 21, 2020 Special 41 <br />Work Session Minutes Approved 42 <br />H) Consider Approval of Exempt Gambling Permit for 43 <br />St. Joseph of the Lakes Scholarship Raffle Approved 44 <br />I) Consider Approval of Resolution No. 20-112, 45 <br />Appointing Election Judges for the November 3, 2020 46 <br />General Election Approved 47 <br />FINANCE DEPARTMENT REPORT 48 <br />A) Consider Resolution No. 20-108, Adopting the Preliminary 2020 Tax Levy, Collectible 49 <br />in 2021 – City Administrator Cotton explained state requirement for adoption of a preliminary tax 50 <br />levy for the coming year. The council has discussed the budget several times and most recently 51 <br />gave direction for the budget presented which maintains a rate flate to the 2020 tax rate. Adoption 52 <br />of the budget at this time is preliminary and the council may make amendments, however, the 53 <br />established levy cannot be exceeded. Final budget adoption will occur in December. 54 <br />Mayor Rafferty remarked that the new council has worked on the preliminary budget but also staff 55 <br />does a lot of hard work. This year in particular has been so challenging and staff has stepped up. 56 <br />Councilmember Ruhland moved to approve Resolution No 20-108 as presented. Councilmember 57 <br />Stoesz seconded the motion. Motion carried on a voice vote. 58 <br />B) Consider Resolution No. 20-109, Setting the Date and Time for a Public Hearing for 59 <br />the Proposed 2021 Operating Budget and 2020 Tax Levy, Collectible in 2021– City 60 <br />Administrator Cotton explained that the City is required to hold a public hearing on the proposed 61 <br />2021 Operating Budget and 2020 Tax Levy. The hearing will be held on Monday, December 14th. 62 <br />Mayor Rafferty remarked that there is still some work to do before the hearing date and he looks 63 <br />forward to working with staff. 64 <br />Councilmember Stoesz noted that a new Finance Director will be starting prior to the public 65 <br />hearing. He would challenge that person to present the information in as informative way as 66 <br />possible. 67 <br />Councilmember Stoesz moved to approve Resolution No 20-109 as presented. Councilmember 68 <br />Lyden seconded the motion. Motion carried on a voice vote. 69 <br />C) Cancelling Debt Service Tax Levy(s) – City Administrator Cotton requested passage of the 70 <br />resolution which would cancel the levy scheduled for two issuances. The levy is not needed as there 71 <br />are sufficient funds for payment of related debt service. 72 <br />i. Consider Resolution No. 20-110, Canceling the 2020/2021 Debt Service Tax Levy for G.O. 73 <br />Improvement Bond, Series 2013A; 74 <br />Councilmember Stoesz moved to approve Resolution No 20-110 as presented. Councilmember 75 <br />Ruhland seconded the motion. Motion carried on a voice vote. 76 <br />ii. Consider Resolution No. 20-111, Canceling the 2020/2021 Debt Service Tax Levy for G.O. 77 <br />Capital Note, Series 2016A 78 <br />Councilmember Stoesz moved to approve Resolution No 20-111 as presented. Councilmember 79 <br />Ruhland seconded the motion. Motion carried on a voice vote. 80
