Consider Resolution No. 20-116, Approving Design <br />Engineering Services Contract with WSB & Associates <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />Staff is requesting Council authorization to prepare plans and specifications for the 2021 Street <br />Improvement Projects and to approve design engineering services contract with WSB & <br />Associates. <br /> <br />BACKGROUND <br /> <br />The City’s Pavement Management Program evaluates the condition of the roadways and provides <br />recommended maintenance. The Program involves rating of one-fourth of the City roadway system <br />mileage per year, and using pavement management software to project the condition of the <br />remainder of the roadways. The City’s 2020 Overall Condition Index Map is enclosed. <br /> <br /> OCI Rating Miles of Road Percent of System <br /> <br />Adequate 70-100 65 miles 65% <br />Marginal 40-69 20.3 miles 20.3% <br />Problem 0-39 14.6 miles 14.6% <br /> <br />The City’s roadway system Weighted Average OCI is 70.97. The findings reflect that majority of <br />the roadways in the City are in adequate condition. The high rating is partially supported by new <br />development construction in the recent years helping keep the average. <br /> <br />It should be noted that the 2018 Pavement Management Report identified the need to focus on the <br />Marginal roadways so that they wouldn’t fall into the more expensive Problem category. The City’s <br />Plan recommended the need to increase funding to 10% per year from the standard 5% to address <br />the marginal roadway needs. The 2021 budget includes a 7.5% increase. <br />
