Consider Resolution No. 20-116, Approving Design Engineering Services Contract with WSB & Associates VOTE REQUIRED: 3/5 INTRODUCTION Staff is requesting Council authorization to prepare plans and specifications for the 2021 Street Improvement Projects and to approve design engineering services contract with WSB & Associates. BACKGROUND The City’s Pavement Management Program evaluates the condition of the roadways and provides recommended maintenance. The Program involves rating of one-fourth of the City roadway system mileage per year, and using pavement management software to project the condition of the remainder of the roadways. The City’s 2020 Overall Condition Index Map is enclosed. OCI Rating Miles of Road Percent of System Adequate 70-100 65 miles 65% Marginal 40-69 20.3 miles 20.3% Problem 0-39 14.6 miles 14.6% The City’s roadway system Weighted Average OCI is 70.97. The findings reflect that majority of the roadways in the City are in adequate condition. The high rating is partially supported by new development construction in the recent years helping keep the average. It should be noted that the 2018 Pavement Management Report identified the need to focus on the Marginal roadways so that they wouldn’t fall into the more expensive Problem category. The City’s Plan recommended the need to increase funding to 10% per year from the standard 5% to address the marginal roadway needs. The 2021 budget includes a 7.5% increase.
