1 Executive Summary Executive Summary Enclosed is a summary of pavement management work that was performed by WSB for the City of Lino Lakes, completed in September 2020. This report gives an overview of the road and pavement conditions in the City and can be used for planning and budgeting for roadway construction and maintenance activities. As requested by the City, WSB evaluated pavement conditions on 25 percent of the roadways in the City this year. The roadways inspected and evaluated consisted only of bituminous roadways that are maintained by the City. Pavement ratings were completed using PAVER, which is a pavement management software that calculates Pavement Condition Index (PCI) based on surface distresses identified in the field. PCI is based on a 0 to 100 scale, with 100 being a road in perfect condition. Any type of road maintenance (i.e. patching or crack sealing) done prior to inspections would be accounted for in each PCI value. Current ratings for roadways that were not inspected in 2020 were estimated using the PAVER software, in which past inspection ratings were decreased based on the default bituminous pavement deterioration curve. Recent roadway improvement projects, which included overlay and full depth reclamation, were updated in the current condition ratings. Private roadways (4.4 miles) and gravel roadways (3.7 miles) were not evaluated. The significant findings of the pavement condition in 2020 are as follows: • There are currently 100.4 miles of bituminous roadways in Lino Lakes, of which 26 miles were inspected in 2020. • The current weighted average PCI, in terms of length, for bituminous roads, in Lino Lakes is 70.97. The findings reflect that majority of the roadways in the City are in adequate condition. The current roadway condition and the conditions over the past three evaluations are shown in Table I.
