<br />1 Executive Summary <br /> <br />Executive Summary <br />Enclosed is a summary of pavement management work that was performed by <br />WSB for the City of Lino Lakes, completed in September 2020. This report gives <br />an overview of the road and pavement conditions in the City and can be used for <br />planning and budgeting for roadway construction and maintenance activities. <br />As requested by the City, WSB evaluated pavement conditions on 25 percent of <br />the roadways in the City this year. The roadways inspected and evaluated <br />consisted only of bituminous roadways that are maintained by the City. <br />Pavement ratings were completed using PAVER, which is a pavement <br />management software that calculates Pavement Condition Index (PCI) based on <br />surface distresses identified in the field. PCI is based on a 0 to 100 scale, with <br />100 being a road in perfect condition. Any type of road maintenance (i.e. <br />patching or crack sealing) done prior to inspections would be accounted for in <br />each PCI value. <br />Current ratings for roadways that were not inspected in 2020 were estimated <br />using the PAVER software, in which past inspection ratings were decreased <br />based on the default bituminous pavement deterioration curve. Recent roadway <br />improvement projects, which included overlay and full depth reclamation, were <br />updated in the current condition ratings. Private roadways (4.4 miles) and gravel <br />roadways (3.7 miles) were not evaluated. <br />The significant findings of the pavement condition in 2020 are as follows: <br />• There are currently 100.4 miles of bituminous roadways in Lino Lakes, of which <br />26 miles were inspected in 2020. <br />• The current weighted average PCI, in terms of length, for bituminous roads, in <br />Lino Lakes is 70.97. <br />The findings reflect that majority of the roadways in the City are in adequate <br />condition. The current roadway condition and the conditions over the past three <br />evaluations are shown in Table I. <br /> <br /> <br /> <br /> <br />
