1 <br />WS – Item 2 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 2 <br />Date: <br />To: <br />From: <br />Re: <br />November 2, 2020 <br />City Council <br />Katie Larsen, City Planner <br />Zoning Ordinance Text Amendment Regarding Metal Roofs <br />Background <br />At the September 9, 2020 Planning & Zoning Board meeting, the Board directed staff to <br />draft a zoning ordinance text amendment regarding metal roofs. <br />At the October 14, 2020 Planning & Zoning Board meeting, the Board held a public <br />hearing. The Board meeting can be viewed on the City’s website. There were no public <br />comments. The Board recommended on a 4-3 vote to amend the zoning ordinance to <br />allow for metal roofs on single family homes with either hidden fasteners (i.e. standing <br />seam) or exposed fasteners as follows: <br />§ 1007.043 GENERAL BUILDING AND USE PROVISIONS. <br />(2)Building Type and Construction. <br />(a)Single Family Dwellings. All single family detached dwellings in the R, <br />R-X, R-1, R-1X, R-EC, and R-2 Districts shall meet the following design criteria: <br />3.Single family dwellings shall have at least a four/twelve (4/12) roof pitch <br />and shall be covered with shingles, or tiles, or a standing seam metal roof <br />hidden fastener (i.e. standing seam) metal roof, or exposed fastener metal <br />roof provided the exposed fasteners are the same color as the metal <br />roofing material. Exposed galvanized metal finishes are not allowed. All <br />metal panel roofing shall be installed per the most current edition of the <br />MN State Residential Building Code. <br />ANALYSIS <br />The City Zoning Ordinance currently allows for standing seam metal roofs as follows: <br />§ 1007.043 GENERAL BUILDING AND USE PROVISIONS. <br />(2)Building Type and Construction.
