<br />WS – Item 4 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 4 <br /> <br />Date: November 2, 2020 <br /> <br />To: City Council <br /> <br />From: Michael Grochala, Community Development Director <br /> <br />Re: City Engineering Services <br /> <br />Background <br /> <br />City engineering services have been provided through a consulting engineer since the late <br />1990’s. Prior to that time, the City used a combination of an in-house municipal engineer <br />and engineering technician along with a pool of consulting engineering firms. The switch <br />resulted from the departure of the City Engineer, an internal restructuring and budgetary <br />considerations. The proposed 2021 Annual Budget includes $159,760 for General <br />Engineering Services. This amount is distributed between CD Engineering ($109,760), <br />and the sewer/water operating funds ($25,000 each). <br /> <br />The City of Lino Lakes currently contracts with WSB and Associates for City <br />Engineering Services. This arrangement has been in place since 2011. WSB provides a <br />minimum of 36 office hours per week. This is covered by an annual retainer amount of <br />$88,800, split between the general fund ($62,160) and the sewer/water funds ($13,320 <br />each). Services covered under the retainer include, but not limited to, state aid system <br />updates, constituent requests, MS4 administration, grading reviews, utility reviews, CIP <br />updates, assessments, and interagency communication. <br /> <br />The balance of funding is for hourly services outside the scope of the retainer including <br />traffic evaluations, private utility permit reviews, and small area infrastructure <br />evaluations. No increase is proposed for 2021. <br /> <br />WSB also provides development plan and construction review, design and construction <br />services, and special facility planning services on a per project hourly basis. These are <br />covered by separate agreement. Projects such as the annual Street Rehabilitation <br />Program fall into this category. <br /> <br />Over the past year, the City Council has discussed whether it was time to go through the <br />Request for Proposal process again and/or evaluate establishment of an in-house <br />engineering department. <br /> <br />Requested Council Direction <br /> <br />Staff is requesting council direction regarding engineering services for 2021. <br /> <br />Attachments <br />1.
