<br />Feasibility Study 112316 <br />City of Lino Lakes, Minnesota <br />Conclusions and Recommendations <br />Conclusions <br />From the material presented in this report, the following conclusions have been made: <br />1. A basic principle of a SWU should be that revenues equal costs. <br />2. Baseline costs are independent of property value and size. <br />3. The Storm Water Utility method is the best financing option because it is fair, dependable, <br />acceptable, and flexible. <br />4. A Storm Water utility, supported by the service charge, provides financing for storm water <br />management improvements, based on a particular property’s contribution of runoff water to the <br />drainage system. <br />5. The utility benefits a community by providing a dedicated fund for drainage system improvements <br />and maintenance and water quality enhancement. <br />6. The key elements to the utility approach are: <br />a. All properties benefit; and <br />b. All developed properties should pay. <br />c. Contributors Pay, based on the relative amount of their contribution. <br /> <br />Recommendations <br />1. A storm water management utility (Storm Water Utility) should be utilized to help pay for Lino <br />Lakes’ storm water management program. <br />2. Fees should be based on runoff contributed to the drainage system, following NRCS criteria and a <br />two-inch rainfall, and utilizing the curve number values (CN) for a type “B” soil. <br />3. An ordinance should be prepared as the legal basis for the utility. <br />4. The existing land use (vs. zoning) should be used to determine the storm water management utility <br />fees. <br />5. The recommended rate for the Lino Lakes Storm Water Utility is a $2.50/month ($30/year) REU. <br />This rate is projected to fund 100% of the forecasted Storm Water Program Budget Costs. <br /> <br />
