CITY COUNCIL <br />AGENDA ITEM 4A <br /> <br /> <br />STAFF ORIGINATOR: John Swenson, Public Safety Director <br /> <br />MEETING DATE: November 9, 2020 <br /> <br />TOPIC: Consider 1st Reading of Ordinance No. 08-20, Enacting Ordinance <br />Regulating Targeted Picketing in Residential Neighborhoods. <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />The City Council is being asked to consider the 1st Reading of Ordinance No. 08-20, Enacting <br />Ordinance 511 Regulating Targeted Picketing in Residential Neighborhoods. <br /> <br />BACKGROUND <br /> <br />Title 500 of the Lino Lakes City Code has been amended by adding a new Chapter 511, which <br />establishes a regulation related to targeted picketing in residential neighborhoods. <br /> <br />Staff has received inquiries from residents regarding a protest that occurred in the neighboring <br />City of Hugo this past summer and the impacts that it had on the residential neighborhood. <br /> <br />Staff has conducted research on potential ordinances that would protect the rights of residents as <br />well as the rights of others to engage in free speech events. <br /> <br />After reviewing the ordinance enacted in neighboring Cities and working with City Attorney Jay <br />Squires, staff is recommending that Council add Ordinance 511Regulating Targeted Picketing in <br />Residential Neighborhoods in the City of Lino Lakes. <br /> <br />RECOMMENDATION <br /> <br />Staff recommends the adoption of Ordinance No. 08-20 with the following actions: <br /> <br />1.
