<br />CITY COUNCIL <br />AGENDA ITEM 6C <br /> <br /> <br />STAFF ORIGINATOR: Diane Hankee, City Engineer <br /> <br />MEETING DATE: November 23, 2020 <br /> <br />TOPIC: Consider Resolution No. 20-136, Approving Payment No. 14 and <br />Final, West Shadow Lake Area Improvement Project <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br />Staff is requesting council consideration to finalize the West Shadow Lake Area Improvement <br />Project. <br /> <br />BACKGROUND <br /> <br />On October 8, 2018, the City Council accepted the bid for the West Shadow Lake Area <br />Improvement Project from Geislinger and Sons, Inc. in the amount of $4,940,636.57. <br />Construction of the project began in the winter of 2018/2019. On March 11, 2019, City <br />Council approved Change Order No. 1 in the amount of $41,849.00 to extend the proposed curb <br />and gutter. On February 10, 2020, City Council approved Change Order No. 2 to extend the <br />deadline of the project to June 26, 2020 due to excessively wet weather during the 2019 <br />construction season. Change Order No. 2 also included a $139,983.00 reduction in the contract <br />amount due to a design change that reduced the excavation and select granular quantities. The <br />final contract amount after Change Orders No. 1 and No. 2 was $4,842,502.57. <br /> <br />The total amount paid to the contractor for the project will be $4,757,957.40. The project is <br />$224,528.17 under the construction budget. The West Shadow Lake project was a project the <br />City worked for years to move forward. There were challenges with soils, drainage, property <br />impacts, access, and the extension of municipal utilities. The project started with the muck <br />excavation between Rice and Reshanau Lakes and the installation of a weir structure. In the <br />spring of 2019, there was significant rain that caused for very difficult construction and access <br />for the residents. Throughout the project, staff met with the contractor on a weekly basis to <br />measure and monitor materials and quantities. In addition, staff worked to provide daily email <br />and project website updates regarding access for the residents and public safety. There was an <br />extended collaboration with Anoka County Parks Department to continue the temporary road <br />through the golf course longer than originally planned. <br /> <br />Funding for this project came from multiple sources. The roadway and drainage improvements <br />are primarily funded through street reconstruction bonds. The curb and gutter on the project <br />was funded through street improvement funds. The weir structure was funded through the <br />surface water management fund. The municipal utilities were funded through assessments and <br />the trunk water main loop was funded through the water trunk utility fund.
