City of Lino Lakes Public Services Department
600 Town Center Parkway – Lino Lakes, MN 55014-1189
651-982-2440 – www.linolakes.us

Memorandum

To: Hannah Lynch, Finance Director

From: Rick DeGardner, Public Services Director

Date: November 24, 2020

Re: Public Safety Vehicle Repairs

Attached is a spreadsheet prepared by Brett Olander, mechanic, detailing the estimated costs
to remove the rust and repair the existing deficiencies for Public Safety vehicles #393, #394,
and #396. The squads were brought to North Country Auto body to obtain quotes to repair the
rust on the tailgates and doors. They were also inspected at AutoNation Ford to ascertain
estimates to fix all of the existing mechanical issues.

Note that there are not specific replacement/maintenance schedules for transmissions, struts,
water pumps, fuel pumps, alternators, etc. Rather, the recommendation is to operate the
vehicle until there are signs of failure and then replace the failing component.

To ensure the older vehicles remain mechanically safe, staff recommends increasing the
frequency of inspections for patrol vehicles that exceed 100,000 miles. It’s reasonable to
anticipate that utilizing an older fleet may correlate to increased maintenance and repairs (and
down time). This may justify an increase to the Fleet - Professional Services budget.

Let me know if you have any questions.
