P a g e | 9 <br />Keystone Compensation Group LLC <br />BUDGET IMPACT FOR NEW PROGRAM IMPLEMENTATION <br />This budget impact analysis was based on transitioning employees from the current salary ranges and steps to <br />the proposed 2020 salary ranges and steps. <br />Consultant worked with the HR Manager and the City Administrator to develop a preliminary budget impact <br />analysis for transitioning employees to the new plan. City staff will compute the exact budget impact using the <br />process established by the consultant and account for all other staffing changes. We used the following steps to <br />estimate the budget impact for the transition: <br />1. Assigned each employee to the nearest step, but not lower than current pay, within their new job grade. <br />2. Computed the difference between current pay and the new step rate for each employee. <br />3. Computed the budget impact for all City employees and took into consideration the number of hours <br />worked. <br />4. The approximate total cost of program transition for all City employees is ~$64,773. <br />5. Currently, Police Officer and Sergeant jobs have low negotiated minimums, but large step increases to <br />maximum. If employees in these two jobs are included from the budget impact calculations, the transition <br />cost would by ~$33,465. The final ranges will be determined based on union negotiations. <br />6. Final salary ranges for union jobs and budget impact are contingent on results of union negotiations. <br />
