MEETING DATE: December 14, 2020 <br /> <br />TOPIC: Consider Resolution 20-151, Order Project, Approve the Plans <br />and Specifications and Authorize the Ad for Bid, 2021 Street <br />Improvement Projects <br /> <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />Staff is requesting C ouncil approval to authorize the ad for bid for the 2021 Street Improvement <br />Projects. <br /> <br />BACKGROUND <br /> <br />On October 12, 2020, the City Council approved the preparation of the plans and specifications for <br />the 2021 Street Improvement Projects. The City plans to complete two projects in 2021, a Street <br />Reconstruction Project funded primarily with Street Reconstruction Bonds, and the City’s annual <br />Street Rehabilitation Project using Pavement Management Funds. Water system maintenance will <br />also be addressed where municipal utilities exist. The proposed projects for 2021 are as follows: <br /> <br />2021 Street Reconstruction Project: <br /> <br />Full Depth Reclamation (approximately 2.2 miles) – Joyer Lane, Karth Road, Talle Lane, Canfield <br />Road, and Gaage Lane neighborhood roadways, and 4th Avenue (Main Street to Pine Street). The <br />estimated total project cost is $2,600,000.00. <br /> <br />2021 Street Rehabilitation Project: <br /> <br />The estimated funding available for 2021, including a pavement fund balance carried forward and <br />next year’s proposed budget of $711,112.00, is a total of $855,000.00. The proposed improvements <br />include: <br /> <br />Full Depth Mill and Overlay / Reclamation (approximately 0.6 miles) – Forsham Lake Drive, Post <br />Road, and Stage Coach Trail (from cul du sac north 1,400 feet). The estimated project cost is <br />$795,000.00 including water system repairs. <br /> <br />Thin Overlay (approximately 1.6 miles) – James Street, Knoll Drive, and Oak Lane. Thin overlays <br />are planned to address Problem roadways in need of reconstruction that the City cannot fund in the
