CITY COUNCIL WORK SESSION
DRAFT
1
CITY OF LINO LAKES 1
MINUTES 2
3
DATE : November 23, 2020 4
TIME STARTED : 6:00 p.m. 5
TIME ENDED : 6:30 p.m. 6
MEMBERS PRESENT : Councilmember Stoesz, Lyden, Ruhland, 7
Cavegn and Mayor Rafferty 8
MEMBERS ABSENT : None 9
Staff members present: City Administrator Sarah Cotton; Community Development 10
Director Michael Grochala; Director of Public Safety John Swenson; City Planner Katie 11
Larsen; Environmental Coordinator Andy Nelson; City Clerk Julie Bartell 12
13
The council meeting was held on line on the Zoom Meeting platform and as allowed by 14
Minnesota Statutes 13D.021. 15
1. Sale of Land, Lots 12-13, Carole Estates 2nd Addition – Community 16
Development Director Grochala showed a map of approximately two acres of land owned 17
by the City. An offer (letter of intent) has been submitted to purchase the land in the 18
amount of about $525,000. The Economic Development Advisory Committee did review 19
the offer and is in support. Mr. Grochala pointed out an area that was proposed to 20
provide a roadway realignment; this would require further work including acquisition of 21
private land. The City has been in touch with the private property owner. The letter of 22
intent offer is consistent with current like property offers. If directed by the council, Mr. 23
Grochala indicated that staff will continue working with the buyer and the city attorney 24
and would return to the council with a proposal to purchase. 25
Councilmember Lyden said he is excited to see it happen if it works out. 26
Councilmember Stoesz asked if there are promises in place for the community garden. 27
Director Grochala noted that the gardens have always been considered a temporary use 28
and also he is certain another garden spot could be identified in the City. 29
The council concurred that staff should proceed. 30
2. YMCA – Interim Use as COVID testing Site – Community Development 31
Director Grochala noted the currently closed YMCA property in the City. The City has 32
been approached by the YMCA and the State of Minnesota with a request that the site be 33
utilized as a temporary COVID 19 testing site on a lease basis through February 2021. 34
The YMCA is still evaluating the idea and hasn’t agreed at this point. If the lease did 35
occur, that would not impact the existing lease on the property (the City’s rights) and the 36
review of the property for future use could continue. If the temporary testing use were to 37
proceed, there would likely be future consideration of an agreement by the Council. 38
Councilmember Cavegn asked who would get the lease revenue and Mr. Grochala said 39
since the YMCA owns the property the revenue would go to them. 40
