Sale of Land, Lots 12-13, Carole Estates 2nd Addition – Community 16 <br />Development Director Grochala showed a map of approximately two acres of land owned 17 <br />by the City. An offer (letter of intent) has been submitted to purchase the land in the 18 <br />amount of about $525,000. The Economic Development Advisory Committee did review 19 <br />the offer and is in support. Mr. Grochala pointed out an area that was proposed to 20 <br />provide a roadway realignment; this would require further work including acquisition of 21 <br />private land. The City has been in touch with the private property owner. The letter of 22 <br />intent offer is consistent with current like property offers. If directed by the council, Mr. 23 <br />Grochala indicated that staff will continue working with the buyer and the city attorney 24 <br />and would return to the council with a proposal to purchase. 25 <br />Councilmember Lyden said he is excited to see it happen if it works out. 26 <br />Councilmember Stoesz asked if there are promises in place for the community garden. 27 <br />Director Grochala noted that the gardens have always been considered a temporary use 28 <br />and also he is certain another garden spot could be identified in the City. 29 <br />The council concurred that staff should proceed. 30 <br />2. YMCA – Interim Use as COVID testing Site – Community Development 31 <br />Director Grochala noted the currently closed YMCA property in the City. The City has 32 <br />been approached by the YMCA and the State of Minnesota with a request that the site be 33 <br />utilized as a temporary COVID 19 testing site on a lease basis through February 2021. 34 <br />The YMCA is still evaluating the idea and hasn’t agreed at this point. If the lease did 35 <br />occur, that would not impact the existing lease on the property (the City’s rights) and the 36 <br />review of the property for future use could continue. If the temporary testing use were to 37 <br />proceed, there would likely be future consideration of an agreement by the Council. 38 <br />Councilmember Cavegn asked who would get the lease revenue and Mr. Grochala said 39 <br />since the YMCA owns the property the revenue would go to them. 40
