ANALYSIS <br />General Site Characteristics <br />Per the applicant's narrative, the proposed plan involves development of the 1.02 acre <br />parcel, zoned NB -Neighborhood Business, to house a Thrivent Financial office building. <br />The development will include a building with a 2,873 sq. ft. footprint, a 20-stall parking <br />lot, sidewalk, patio, and trash enclosure. <br />Stormwater will be treated with a pond on the north side of the building. <br />Land CnvPr <br />Pre -settlement land cover (Marschner) was wet prairie. Wet prairie is typically <br />dominated by grasses, with some sedges present and less forbs than in mesic prairie. In <br />the absence of fire, wet prairie will have higher concentrations of trees and shrubs. <br />Minnesota Land Cover Classification System (MLCCS) data indicates mostly short <br />grasses and mixed trees with 51-75% impervious cover and deciduous shrubland. <br />Trees on the parcel are mostly cottonwoods, but there are also Siberian elms, a couple of <br />oaks, aspen, and a row of staghorn sumac along Hodgson Road. <br />Rare, Unique, or Significant Resources <br />A Natural Heritage Information System request should be submitted to the MN DNR to <br />identify any rare, threatened, endangered, or special concern species that have been <br />documented within one mile of this site. Any species identified as a result of this <br />information request may indicate additional steps required, such as distributing a fact <br />sheet on Blanding's turtle to contractors. <br />A Blanding's turtle (Emydoidea blandingii) nesting site may be on the parcel just north of <br />this proposed project, so there is potential for this species to be present within a one -mile <br />radius of the site. <br />Rice Lake is a significant resource. This 560-acre shallow lake has a maximum depth of <br />4.75 feet. It was listed as an impaired water in 2010 for nutrients and eutrophication <br />biological indicators, which will impact the stormwater pollution prevention plan as <br />noted below. <br />Soils <br />Soil types according to the Natural Resources Conservation Service Soil Survey <br />Geographic Database include: Zimmerman fine sand in the southeast portion of the <br />parcel, Lake beaches and Rifle mucky peat in the northwest portion. <br />2 <br />
