COUNCIL MINUTES <br />DRAFT <br /> <br />2 <br />F) Consider Resolution No. 21-137, Submitting a List of Eligible 40 <br />Nominees to Anoka County for the Open Manager Position on 41 <br />the Rice Creek Watershed District Board of Managers Approved 42 <br />G) Consider Approval of LG220 Exempt Gambling Permit for 43 <br />St. Joseph’s of the Lakes Annual Scholarship Raffle Approved 44 <br />FINANCE DEPARTMENT REPORT 45 <br />2A) Consider 1st Reading of Ordinance No. 08-21, Establishing the 2022 City Fee Schedule 46 <br />– Finance Director Lynch explained that the City maintains a schedule of all fees (in the form of an 47 <br />ordinance) and each year the schedule is reviewed for needed updates. The ordinance is being 48 <br />presented for first reading and changes recommended by staff are noted. 49 <br />Councilmember Lyden moved to approve the 1st reading of Ordinance No. 08-21 as presented. 50 <br />Councilmember Cavegn seconded the motion. Motion carried on a voice vote. 51 <br />ADMINISTRATION DEPARTMENT REPORT 52 <br />There was no report from the Administration Department. 53 <br />PUBLIC SAFETY DEPARTMENT REPORT 54 <br />4A) Consider Resolution No. 21-129 Approving State of Minnesota Joint Powers 55 <br />Agreements with the City of Lino Lakes on Behalf of its City Attorney and Police Department 56 <br />Item 4A had been removed from the agenda. 57 <br />PUBLIC SERVICES DEPARTMENT REPORT 58 <br />5A) Consider Approval of Resolution No. 21-131, Approving Payment No. 2 and Final, 59 <br />2021 Trail Maintenance Project – City Engineer Hankee reviewed the staff request to approve two 60 <br />final payments for the 2021 Trail Maintenance Project. 61 <br />Mayor Rafferty noted that the finished product is a beautiful trail. 62 <br />Councilmember Cavegn moved to approve Resolution No. 21-131 as presented. Councilmember 63 <br />Stoesz seconded the motion. Motion carried on a voice vote. 64 <br />5B) Consider Approval of Resolution No. 21-138, Affirming the Opening of the Lino Lakes 65 <br />Activity Center with a Target Date of April 1, 2022 – Public Services Director DeGardner read 66 <br />his written report. Staff is requesting official direction from the council to proceed with their work 67 <br />toward the goal of opening of the former YMCA facility. He noted the information the council has 68 <br />received on the subject and the council’s acceptance. 69 <br />Mayor Rafferty remarked that there has been much work directed toward the goal of opening this 70 <br />facility. He appreciates the effort. The City has received information from a sport facility 71 <br />consultant. While there are some pieces that are still missing, it’s important to consider moving 72 <br />forward toward the goal. 73 <br />Councilmember Cavegn thanked staff for spending the time to fully explain the moving parts 74 <br />involved in this. He is now in favor of moving forward and thanks staff for all their work 75
