CITY COUNCIL <br />AGENDA ITEM 2C <br /> <br /> <br />STAFF ORIGINATOR: Hannah Lynch, Finance Director <br /> <br />MEETING DATE: December 13, 2021 <br /> <br />TOPIC: Approving ARPA Spending Plan <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />BACKGROUND <br /> <br />The City has been allocated $2,417,213.82 of American Rescue Plan Act (ARPA) funds. The <br />funds have been accepted and are planned to be used in a manner consistent with guidance <br />adopted by the United States Department of Treasury. <br /> <br />Under current guidance the city is able to calculate lost revenue at four points in time: <br />December 31, 2020; December 31, 2021; December 31, 2022; and December 31, 2023. As of <br />December 31, 2020, the City of Lino Lakes has calculated $1,458,716.00 of lost revenue. <br /> <br />The City intends to use the lost revenue funds for the provision of government services to re- <br />open the Rookery Activity Center and, if needed, other pay-go spending for capital <br />improvements and purchases. <br /> <br />The City is re-opening the vacated YMCA with the goal of creating a community space which <br />promotes physical health and mental well-being. Re-opening costs consist of creating a <br />sustainable recreation center and setting up for a new management model. Physical adaptions <br />for COVID-19 will be considered throughout the project as well as the long-term success of <br />promoting a healthy community. <br /> <br />The Remaining ARPA funds of $958,497.82 are planned to be used to make necessary <br />investments in water, sewer, or broadband infrastructure. The specific project(s) have not been <br />identified at this time. <br /> <br />This ARPA Spending Plan is intended to represent the City’s current plan for the funds and can <br />be amended, if needed, in the future. <br /> <br />RECOMMENDATION <br /> <br />Staff recommends approving Resolution No. 21-150, Approving ARPA Spending Plan. <br /> <br />ATTACHMENTS <br /> <br />Resolution No. 21-150
