CITY COUNCIL <br />AGENDA ITEM 1F <br /> <br /> <br />STAFF ORIGINATOR: Hannah Lynch , Finance Director <br /> <br />MEETING DATE: December 13, 2021 <br /> <br />TOPIC: Accepting the Redistribution of Unrequested American Rescue <br />Plan Act Funds <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />Local governments were required to request American Rescue Plan Act (ARPA) funds by <br />October 11, 2021. After the deadline passed, the state of Minnesota redistributed remaining <br />funds amongst eligible local governments who requested ARPA funds. The City of Lino Lakes <br />was allocated an additional $76,647.12 in the redistribution. Half was distributed on November <br />22, 2021 and the remaining balance will follow in 2022 unless guidance changes. <br /> <br />BACKGROUND <br /> <br />The City of Lino Lakes received $1,170,283.35 in July and a supplemental distribution of <br />$38,323.56 in November. With the second payment anticipated in the Summer of 2022, the <br />City of Lino Lakes total ARPA allocation is expected to be $2,417,213.82. <br /> <br />The League of Minnesota Cities developed a model resolution to accept ARPA funds. There is <br />not a specific requirement in the law that cities pass a resolution but it is a formal way to <br />acknowledge that the city will be receiving the funds and grants staff the authority to take the <br />necessary steps once the process is open through Minnesota Management and Budget. <br /> <br />RECOMMENDATION <br /> <br />Staff is recommending approval of Resolution No. 21-144. <br /> <br />ATTACHMENTS <br /> <br />Resolution 21-144
