COUNCIL MINUTES <br />DRAFT <br />1 <br /> 1 <br />LINO LAKES CITY COUNCIL 2 <br />SPECIAL MEETING 3 <br />MINUTES 4 <br /> 5 <br />DATE : December 6, 2021 6 <br />TIME STARTED : 5:00 p.m. 7 <br />TIME ENDED : 5:55 p.m. 8 <br />MEMBERS PRESENT : Councilmember Stoesz, Lyden, 9 <br /> Ruhland, Cavegn and Mayor Rafferty 10 <br />MEMBERS ABSENT : 11 <br /> 12 <br />Staff members present: City Administrator Sarah Cotton; Public Services Director Rick DeGardner; 13 <br />Community Development Director Michael Grochala; Public Safety Director John Swenson; 14 <br />Finance Director Hannah Lynch; City Clerk Julie Bartell 15 <br /> 16 <br />FACILITY TOUR 17 <br /> 18 <br />Prior to convening in the council chambers, the council toured The Rookery Activity Center (former 19 <br />YMCA building). 20 <br /> 21 <br />PUBLIC COMMENT 22 <br />There were no public comments. 23 <br />SETTING THE AGENDA 24 <br />The agenda was approved as presented. 25 <br />PUBLIC SERVICES DEPARTMENT REPORT 26 <br /> 27 <br />1A) Consider Approval of Expenditures for The Rookery Activity Center – Director 28 <br />DeGardner reviewed his written staff report. Staff is recommending approval of seven items for 29 <br />payment. He reviewed each expenditure. 30 <br /> 31 <br />Mayor Rafferty thanked staff for their effort in bringing the council to the facility and moving on 32 <br />necessary expenditures. 33 <br /> 34 <br />Councilmember Lyden asked staff if this large project is on schedule. Director DeGardner said he’s 35 <br />not exactly certain as yet; while that’s certainly the goal, the availability of necessary product will be 36 <br />key to staying on schedule. He updated the council on progress and promised to keep the council 37 <br />up to date. Mr. DeGardner noted that the City is now looking at not hiring a general contractor but 38 <br />rather handling that work in house; they would utilize WSB construction management services on 39 <br />an as needed basis. 40 <br /> 41 <br />Mayor Rafferty asked about the pool area specifically. Director DeGardner reported that staff is still 42 <br />working with a professional organization as expertise is much needed in that area of the facility. 43
