CITY OF LINO LAKES <br /> RESOLUTION NO. 21-150 <br /> APPROVING AMERICAN RESCUE PLAN ACT SPENDING PLAN <br /> WHEREAS, The American Rescue Plan Act(ARPA)was signed into law on March 11, 2021 <br /> and provides relief to cities to enable them to continue to support the response to the pandemic <br /> and lay the foundation for a strong economic recovery. <br /> WHEREAS, Cities may utilize Local Fiscal Recovery Funds to mitigate the effects of COVID- <br /> 19, replace lost revenue, support premium pay, and invest in infrastructure, including water, <br /> sewer, and broadband. <br /> WHEREAS,the City of Lino Lakes has been allocated $2,417,213.82 of ARPA funds. <br /> WHEREAS, as of December 31, 2020 the City has calculated a$1,458,716.00 reduction in <br /> revenue presumed to have been due to the COVID-19 public health emergency. The City intends <br /> to use these funds for the provision of government services to re-open the Rookery Activity <br /> Center and pay-go spending for capital improvements and purchases. <br /> WHEREAS,the City is re-opening the vacated YMCA with the goal of creating a community <br /> space which promotes physical health and mental well-being. Re-opening costs consist of <br /> creating a sustainable recreation center and setting up for a new management model. Physical <br /> adaptions for COVID-19 will be considered throughout the project as well as the long-term <br /> success of promoting a healthy community. <br /> WHEREAS, in addition,pay-go spending for other city facility improvements and the purchase <br /> of capital equipment may be considered. <br /> WHEREAS,the remaining funds of$958,497.82 will be used to make necessary investments in <br /> water, sewer, or broadband infrastructure. <br /> NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Lino Lakes the <br /> ARPA Spending Plan is approved as outlined above. <br /> Adopted by the City Council of the City of Lino Lakes this 13th day of December 2021. <br /> The motion for the adoption of the foregoing resolution was introduced by Councilmember <br /> Ruhland and was duly seconded by CouncilmemberCavegn and upon vote being taken thereon, <br /> the following voted in favor thereof: Ruhland, Lyden, Cavegn, Stoesz, Rafferty <br /> The following voted against same:None <br />
