1 <br /> <br />ECONOMIC DEVELOPMENT ADVISORY COMMITTEE <br />AGENDA ITEM 3B <br /> <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br /> <br />EDAC MEETING DATE: January 6, 2022 <br /> <br />TOPIC : NE 35E Area Master Plan <br /> <br />BACKGROUND <br /> <br />The NE quadrant of 35E and Main Street has been the focus of a number of planning and <br />infrastructure projects over the past 10 years. These projects included: <br />§ 2012 The Northeast Drainage Area study to develop a drainage route for future storm <br />water management. <br />§ 2018 Comprehensive Plan amendment establishing a business park land use district and <br />extending utility staging. <br />§ 2019 the City evaluated trunk utility needs and conceptual layouts for the Otter Lake <br />Road extension. <br />§ 2020 I-35E Corridor AUAR was updated in 2015 and 2020. <br />§ 2021 the City completed the drainage outlet to Peltier Lake, completing the new drainage <br />system from 35E to Peltier Lake. <br />§ 2021 Winter Wetland bank evaluation was started. <br />§ 2022 the drainage extension under 35E is planned to be constructed. <br /> <br />In addition, staff is currently work on subwatershed trunk drainage improvements to service the <br />land east of 35E and completing wetland delineations as part of the planning for Otter Lake <br />Road. <br /> <br />Because of much of the infrastructure planning is interrelated, staff is proposing to complete a <br />master plan covering approximately 400 acres lying north of Main Street and east of 35E. The <br />purpose of the plan would be to determine a preferred alignment of Otter Lake Road, create a <br />regional stormwater plan for the area, determine sanitary sewer and water routing, and obtain <br />land and engineering information necessary to apply for various federal funding grant <br />opportunities made available by the American Rescue Plan Act (ARPA). <br /> <br />Staff has been working with the City’s Engineer WSB and Associates on a proposal to complete <br />the study. <br /> <br />EDAC CONSIDERATION <br /> <br />Discussion on proposed study. <br /> <br />ATTACHMENTS <br /> <br />1.
