COUNCIL MINUTES <br /> APPROVED <br /> 42 H) Consider Approval of Dec. 6, 2021 Work Session Minutes Approved <br /> 43 I) Consider Approval of Dec. 6, 2021 Special Council Minutes Approved <br /> 44 J) Consider Approval of Personnel Policy Update Approved <br /> 45 K) Consider Approval of Flexible Work Arrangement Policy Approved <br /> 46 L) Consider Approval of Rookery Activity Center Expenditures Approved <br /> 47 FINANCE DEPARTMENT REPORT <br /> 48 2A) Public Hearing—2021/22 Property Tax Levy and 2022 Budget: i) Consider Resolution <br /> 49 No. 21-145,Adopting the Final 2021 Tax Levy, Collectible in 2022; ii) Consider Resolution No. <br /> 50 21-146, Adopting the Final 2022 General Fund Operating Budget; iii) Consider Resolution <br /> 51 No. 21-147, Adopting the 2022 Enterprise Funds Operating Budgets—Finance Director Lynch <br /> 52 reviewed slides using a PowerPoint presentation that included information on: <br /> 53 - Tax levy(operating and debt); <br /> 54 - Levy comparison to 2021; <br /> 55 - Tax Capacity and Rate; <br /> 56 - Total Tax Rate (including county, school district and other taxing districts); <br /> 57 - City Tax Rate Impact to Residential and Commercial Properties; <br /> 58 - General Fund Budget, Departmental Overview and Expenditure Overview; <br /> 59 - Enterprise Fund Budgets—Water, Sewer and Storm Water. <br /> 60 Mayor Rafferty opened the public hearing. There was no one present wishing to speak. <br /> 61 Councilmember Cavegn moved to approve Resolution No. 21-145 as presented. Councilmember <br /> 62 Ruhland seconded the motion. Mayor Rafferty noted that staff and the council have worked hard <br /> 63 on this budget. He said there is an item (minor)that he feels could be addressed differently(want is <br /> 64 not need) and so he will not be supporting adoption of the tax levy resolution. Mayor Rafferty noted <br /> 65 his concern about a public safety vehicle being purchased and the direciton to purchase Tahoe <br /> 66 vehicles rather than the less expensive Ford Explorer vehicle. <br /> 67 Motion carried on a voice vote. Mayor Rafferty recorded as voting no. <br /> 68 Councilmember Lyden moved to approve Resolution No. 21-146 as presented. Councilmember <br /> 69 Cavegn seconded the motion. Motion carried on a voice vote. Mayor Rafferty recorded as voting <br /> 70 no. <br /> 71 Councilmember Lyden moved to approve Resolution No. 21-147 as presented. Councilmember <br /> 72 Cavegn seconded the motion. Motion carried on a voice vote. <br /> 73 Councilmember Lyden thanked Ms. Lynch for her work throughout the year; she is a splendid <br /> 74 addition to the City staff; Mayor Rafferty echoed the compliment. <br /> 75 2B) Consider Resolution No. 21-149, Committing General Fund Balance- Finance Director <br /> 76 Lynch explained that certain fire turnout gear was ordered and budgeted in 2021; that equipment <br /> 77 will not be available for delivery until 2022 and this resolution identifies that commitment of funds <br /> 78 moving forward. <br /> 79 Councilmember Ruhland moved to approve Resolution No. 21-149 as presented. Councilmember <br /> 80 Lyden seconded the motion. Motion carried on a voice vote. <br /> 2 <br />
