Review Regular Council Agenda of December 13, 2021 <br /> 17 <br /> 18 Item 2A) 2021/22 Property Tax Levy and 2022 Budget—Finance Director Lynch said <br /> 19 she would be overviewing the budget at the council meeting, utilizing PowerPoint slides. <br /> 20 The council is required to hold a public hearing before considering adoption. <br /> 21 <br /> 22 Item 2B) Resolution No. 21-147, Committing General Funds—Finance Director <br /> 23 Lynch explained that there is some public safety equipment anticipated for delivery in <br /> 24 2022 but budgeted in 2021. The resolution indicates the City's commitment to paying for <br /> 25 the equipment when it is appropriate. <br /> 26 <br /> 27 Item 2C) Resolution No. 21-150,Approving ARPA Spending Plan—Finance Director <br /> 28 Lynch reviewed her written report. The City has a spending plan but there is some <br /> 29 flexibility moving forward. <br /> 30 <br /> 31 Item 3A) Appointment of Police Officer—Manager Sawyer reviewed her written staff <br /> 32 report recommending appointment of Matthew DuBois. She reviewed his qualifications <br /> 33 and proposed starting date. <br /> 34 <br /> 35 Item 6A) Resolution No. 21-152, Emerald Ash Borer Grant Funds—Environmental <br /> 36 Coordinator Nelson explained that the City has the opportunity to receive a grant to assist <br /> 37 with Emerald Ash Borer(EAB) efforts.. He noted that 91 boulevard, right of way ash <br /> 38 trees will be removed, with work partially done by parks crew and partially by contractor. <br /> 39 Bare root trees will be planted in the spring as replacement. <br /> 40 <br /> 41 Item 6B) Resolution No. 21-153, Temporary Occupancy Agreement for Watermark <br /> 42 Model Homes - City Engineer Hankee explained that Watermark is requesting temporary <br /> 43 permits for certain model homes within their project. This agreement would keep their <br /> 44 work product moving and certain workers in place. These will not be occupied homes <br /> 1 <br />
